At an extraordinary meeting of the Council of the Eurasian Economic Commission, a decision was made to reset import customs duties on 917 types of goods. The list includes food products and components for their production, packaging materials, chemical products, components for the production and repair of vehicles.
In addition, in order to support the automakers of the EAEU countries, the EEC Council allowed them on a temporary basis until February 1
2023 to produce cars according to the requirements of national legislation that differ from the unified requirements of the technical regulations of the EAEU.
In particular, it is proposed that countries independently make decisions on the application of requirements for the ecological class of vehicles (currently it is required to produce only cars of the ecological class K-5), equipment with passive safety equipment (ESP), emergency call devices (GLONASS), the impossibility of using microchips (lack of semiconductors), steering, active protection.
Cars manufactured according to simplified requirements can be handled exclusively on the territory of the country of origin. Also, the exercise of the rights to use, own and dispose of such vehicles by persons of another Member State, including by proxy, is not allowed. At the suggestion of the Kazakh side, control over compliance with the non-crossing of the border by cars that do not comply with the unified requirements of the technical regulations of the EAEU is assigned to the country where they are manufactured.
During the meeting of the EEC Council, it was also decided to simplify the Rules for determining the origin of goods imported into the customs territory of the EAEU. In particular, we are talking about allowing the use of copies of non-preferential certificates of origin of goods, simplifying the requirements for issuing certificates, etc.
The next regular meeting of the Council of the Eurasian Economic Commission will be held on April 15.
