Kazakhstan insists on tightening control over the issuance of certificates in the EAEU

At the initiative of the Kazakh side, the issue of countering the spread of "gray" certificates in the territory of the EAEU was included in the agenda of the meeting of the EEC Council on March 17.

The free movement of goods in the space of the Eurasian Economic Union implies the possibility for businesses to apply to certification bodies of any member state, thereby obtaining permission to supply their goods to the markets of the "five". However, there are facts when certificates are issued in violation.

For example, without the required laboratory tests for safety, or "protocols" of tests in non-accredited laboratories are applied. There are also facts when large batches of goods are issued for 1 declaration of conformity for 1 day: 137 tons of dried grapes, 52,500 pairs of gloves, 23,568 shampoos, 1.1 thousand meters of cable, etc.

The head of the Kazakh delegation, Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan Bakhyt Sultanov proposed to speed up the introduction of norms in the EAEU documents on the mandatory photo and video recording of tests exclusively in accredited laboratories, the creation of an electronic register of test reports. And also to establish responsibility for compliance documents issued by bodies that have ceased their activities.

In addition, it was proposed to ban all types and forms of advertising of "fast certificates" in the "five" countries.

These problems, the representatives of the Kazakh delegation noted, contribute to filling the market with imported goods of poor quality, which poses a threat to the life and health of citizens.

The adoption of the measures proposed by Kazakhstan will increase the safety and quality of goods, reduce accidents, protect the market from dangerous goods, is aimed at developing fair competition of manufacturers according to the uniform rules of the game and creating conditions for the development of laboratory bases of the EAEU countries.

"Kazakhstani manufacturers are interested in fair rules of the game in the market of confirming the safety of goods. Therefore, tightening control over the issuance of certificates is beneficial to all bona fide market participants," Bakhyt Sultanov said.

The parties agreed to promptly work out a set of measures to solve these problems and an appropriate Action Plan within two months.
