On March 17, 2022, Vice Minister of Trade and Integration of the Republic of Kazakhstan Kairat Torebayev hosted a reception of citizens at the Republican Public Reception of the AMANAT Party.
So, applicants Koba Nadezhda and Turlybekova Altyngul addressed the issue of pricing for goods of the NWTP.
In turn, Kairat Torebayev said that according to official statistics, the price increase as of March 9, 2022, prices for socially important food products increased by 2.3% compared to the beginning of the year (for the same period in 2021, the price increase was 2.8%).
There is also an increase in prices for fruit and vegetable products in the republic. (since the beginning of this year, prices have increased for cabbage by 44.7%, potatoes -9.6%, carrots - 6.6%, salt - 3.9%, onions - 3.9%, sugar - 3.3%. A decrease in prices is observed for eggs by 2.6%. Sunflower oil prices are stable.) The main reason for the increase in vegetable prices is the seasonality factor (increased storage costs and reduced stocks). In order to contain prices, the Ministry, together with interested state bodies, takes the following measures.
He also said that, according to the analysis, it was found that allowances in retail stores, retail chains (which are subjects of medium or large businesses) rarely exceed the permissible amount.
At the same time, there are often cases of excess of the trade allowance by "shops at home", small markets that belong to the category of small and microenterprises and fall under the Decree of the President of the Republic of Kazakhstan "On the introduction of a moratorium on inspections and preventive control and supervision with visits in the Republic of Kazakhstan". At the same time, paragraph 3 of Article 144 of the Entrepreneurial Code of the Republic of Kazakhstan allows unscheduled inspections (appeals of individuals and legal entities on specific facts).
Kairat Torebayev also told the applicants that in case of an obvious overestimation of the price of NWPT, you can file a complaint with a cash receipt attached to the local executive body, the Department for Consumer Protection, the Department for Protection and Development of Competition to take measures in accordance with Article 204 of the Code of the Republic of Kazakhstan "On Administrative Offenses".
At the same time, the analysis showed that the main reasons for overcharging are an excessive number of unproductive intermediaries. In this regard, republican and regional commissions have been established to investigate intermediary schemes throughout the food pricing chain.
Along with the measures being taken, local executive bodies are working on the issue of providing preferential financing to business entities within the framework of the "revolving scheme" and stocks of food products are being formed in stabilization funds.
"To date, there are 27.0 thousand tons of socially significant food products in the stable funds, and forward contracts for the supply of about 127.2 thousand tons of goods have been concluded. 57.6 billion tenge has been allocated from local budgets for the provision of preferential loans under the "revolving scheme". It is planned to increase the financing of the mechanisms of the "revolving scheme" and stable funds to 140.0 billion tenge. Agreements are being concluded between large producers and retail chains on reducing and maintaining prices for NWT (sunflower oil, sugar, buckwheat, egg, etc.)," K. noted.Torebaev.
At the same time, the permissible size of the marginal trade allowance is no more than fifteen percent of the selling price of the manufacturer or the purchase price of the wholesale supplier.
Also, in case of exceeding the threshold values of retail prices for socially significant food akimats, after consulting with subjects of internal trade, have the right to set the maximum allowable retail prices for them for a period of no more than 90 calendar days.
In connection with the above, the price of socially significant food products provides for a trade surcharge of no more than 15% of the selling price, and if the akimat establishes the maximum allowable retail price for socially significant goods, the price of this product should not exceed the approved maximum allowable retail price.
