Summit of the Heads of Government of the EAEU countries

Summit of the Heads of Government of the EAEU countries

A two-day summit of the Eurasian Intergovernmental Council at the level of prime ministers of the parties was held in the capital of Kazakhstan.
During the work of the Prime Ministers, 9 acts of the Intergovernmental Council were adopted.
The most acute discussions unfolded around the issues of regulation of electronic trade in goods.
It should be noted that this form of trade is not currently covered by the provisions of the Treaty on the Eurasian Economic Union (EAEU).
Currently, at the site of the Eurasian Economic Commission (EEC), experts of the parties have prepared an appropriate package of amendments that will close the "gray" zones in the regulation of electronic commerce. The functions of the seller of the marketplace, the owner of the goods, as well as the buyer, approaches to the taxation of electronic commerce are defined.
In general, the Parties came to a common understanding, determined consensus decisions on taxation. Everyone agreed that value-added tax on e-commerce goods should be levied in the country of consumption. There are still technical issues that require additional coordination with the parties related to the trade of micro enterprises on electronic platforms. These issues will be resolved in the coming days during meetings of the relevant departments of the parties.
The Heads of Government heard a report by a member of the EEC Board on the implementation of the Agreement on the Use of Navigation Seals for Tracking Traffic in the EAEU.
It should be noted that the Agreement signed in December last year is aimed at minimizing state control measures during the transportation of goods (both in transit and within the framework of mutual trade) and ensuring their legal turnover. Navigation seals will be applied to all goods transported by road and rail, transiting through the territories of the EAEU member States, as well as to some sensitive goods transported within the framework of mutual trade between the EAEU countries.
A report on the current state of development of the integrated information system of the EAEU (AIS) was also heard. The prospects and plans for the further development of the AIS aimed at ensuring the four freedoms (movement of goods, services, capital and labor), which were approved by the Prime Ministers of the EAEU countries, have been identified.
The information of the EEC on the level of industry support in the EAEU countries was heard, general directions of further cooperation and global trends in industrial development were highlighted.
The Prime Ministers of the parties discussed the issues of changing import customs duties on electric vehicles, some types of aircraft and water vessels.
In general, the whole discussion was held in a constructive manner.
The next meeting of the Eurasian Intergovernmental Council is scheduled for June this year in the Republic of Belarus.
