A meeting of the working group was held in Almaty today, following which an action Plan was signed between the authorized bodies of the two countries to prevent the registration and distribution of conformity assessment documents issued with violations. On behalf of the Kazakh side, the document was signed by the Chairman of the Committee for Technical Regulation and Metrology of the MTI RK A.D. Abenov, on behalf of the Kyrgyz side - Deputy Minister of Economy and Commerce of the Kyrgyz Republic E.T. Alisherov.
The plan is aimed at operational information interaction on issued documents and their cancellation. The plan provides for the exchange of information on test reports and issued documents. The parties agreed to send each other information on certificates and declarations issued illegally (without testing). Measures to cancel such documents will be taken within 1 day, despite the fact that the deadlines were not previously regulated.
In order to ensure operational work on the control of certificates and transparency of all processes, the Kazakh side insists on the integration of information systems. In this connection, the relevant event is included in the Plan.
Unfortunately, statistics on the appearance of so-called "gray certificates" show an annual increase. Only last year, the KTRM canceled a total of 848 such documents, for example, when declarations for batches of thousands of imported industrial goods are registered in the certification bodies of one Party on the basis of test reports of the other Party, but in fact such tests were not carried out. As a result, potentially dangerous products that constitute unfair competition to law-abiding manufacturers enter the market.
"We are categorical on this issue – there will be no "gray certificates" in Kazakhstan. And the plan signed today with partners from Kyrgyzstan will strengthen this fight, because together we will be able to create favorable conditions for bona fide entrepreneurs of our countries faster and more efficiently," Arman Abenov stressed.
