On measures to stabilize prices for socially important food products in the North Kazakhstan region

President Kassym-Jomart Tokayev at a meeting on January 11 this year gave instructions on regulating prices for socially important food products to stabilize the situation.

Currently, the stabilization fund has 4.3 tons of products (1,900 tons of grade 1 flour, 124.3 tons of pasta, 55.2 tons of rice, 42.6 tons of buckwheat, 96.8 tons of salt, 2.3 tons of poultry meat, 138.4 tons of cabbage, 323 tons of carrots, 944 tons of potatoes, 182.4 tons of onions, 262 tons of sunflower oil, 219.4 tons of sugar).

Also, as one of the effective measures to prevent unjustified price increases, the method of providing loans to business entities under the "reverse" scheme is widely used. The financing of the mechanism under the "revolving scheme" has been increased from 1.3 billion tenge to 1.9 billion tenge. In this connection, the volume of purchases of socially significant food products with the greatest risk of price increases to stabilization funds has been increased by 1.5 times.

Almost all products are purchased from local producers.

Commodity intervention is conducted from the stable fund, the sale of products is carried out through large retail chains and points of the stable fund.

For two years, the milling processing enterprise has been given working capital for the purchase of grain for the production of flour in the amount of 3 thousand tons, which is sold in retail chains, as well as distributed among producers of social bread and pasta at reduced prices.

In addition, on a monthly basis, the bakery is provided with cheaper wheat for the production of social bread (production of 141 thousand rolls per month). In total, 536.1 thousand rolls are produced in the city.

Thus, we are restraining the prices of flour, pasta and social bread.

The grain mill was given working capital for a year for the purchase of rice and delivery to the retail network at discounted prices. Last year, the company provided the population with rice at below-market prices.

This year we continue to work with the company to provide the population of the city with buckwheat groats. Due to the existing risk of rising prices, the purchase volumes of buckwheat have been increased.

Due to the increase in the volume of buckwheat crops, the purchase is carried out from local producers for further processing.

To date, rice is sold in retail chains at 230 tenge, buckwheat at 330 tenge.

A similar mechanism, the "reverse scheme", has been worked out for sunflower oil and sugar. In the retail network, sunflower oil is sold at 635 tenge, sugar is sold at 312 tenge.

According to the vegetable group, the farm was given working capital for direct supplies of carrots, cabbage and onions to the city's retail chains at discounted prices.

Thus, in the points of the stable fund, the manure products are sold at prices: potatoes, carrots-115 tenge and onions, cabbage-95 tenge.

In addition, 500 tons are reserved and stored at the supplier for sale during the off-season.

A memorandum on price containment is signed annually with local poultry farms. To date, the egg is supplied to the retail network at a fixed price of 280 tenge per dozen.

A memorandum was signed with the heads of retail chains and wholesale enterprises on reducing and maintaining prices for NWT and observing the size of the trade allowance (617 memoranda were signed with 883 entrepreneurs in the districts, 2 memoranda were signed with wholesale and retail enterprises, dairy processing enterprises, poultry farms in the regional center).

The practice of holding fairs continues. In 2021, 112 fairs were held, 180.5 tons of products worth 214.8 million tenge were delivered, including 652.8 thousand. chicken eggs.

In addition, in accordance with the order of the Acting Minister of National Economy of the Republic of Kazakhstan dated March 30, 2015 No. 282 "On approval of the Rules for setting thresholds of retail prices for socially significant food products and the maximum allowable retail prices for them", a resolution of the Akimat of the region on approval of thresholds of retail prices for socially significant food products for the quarters of 2022 has been developed.

In general, there are sufficient stocks of food products in retail outlets in the region, there is no shortage of food products.

The issue of price stabilization for socially important food products is under constant control.
