We continue to summarize the preliminary results of the outgoing year
Today - technical regulation. The sphere is important, regulating the life cycle of a product from the moment of its production, circulation, consumption and ending with disposal. Therefore, it attracts particularly close attention of producers, consumers, and the state.
In the outgoing year, an important event was the entry into force of the new Law "On Technical Regulation". The law allowed not only to introduce regulatory mechanisms that correspond to advanced international trends and practices, but, most importantly, to revive state control. For 11 months of this year, we have already identified and taken measures on almost 1.5 thousand cases of illegal registration of documents on compliance with security. We have identified and revoked 187 "gray" certificates of conformity, 426 declarations of conformity and 664 certificates of verification of measuring instruments. The total fine amounted to more than 71 million tenge.
By clearing the market of products with forged documents, we are simultaneously developing a laboratory base and certification bodies.
As of today, 907 accredited testing laboratories and 77 conformity assessment bodies have been registered in Kazakhstan. It is important that 69 of our OPS and 333 testing laboratories are recognized in the Eurasian Union. And all OPS are also under control. For the issuance of "gray" certificates, 3 OPS have been deprived of accreditation since the beginning of the year.
These are all examples when the safety of citizens was under threat due to the questionable quality of goods and services due to "left" documents for compliance with quality standards and technical regulations.
One recent example: in several regions, sellers of "Antifreeze" were brought to justice, who, under the guise of a liquid with a crystallization temperature of -35, sold something that freezes at -10. Imagine a situation where a person poured such antifreeze into a car and went to the highway in winter. The car can get up at any moment. And with our frosts, such a situation is not just an inconvenience, but a direct risk to human life.
When detecting such counterfeit products, we respond with fines and, most importantly, the removal of the product from the market and a ban on further sale. And at the same time we monitor these products from other sellers, and as a result we send recommendations with the right to voluntarily withdraw the sale of similar products.
By the way, in order to eliminate the "human factor" when issuing compliance documents, we have digitized this area. Since June 28, certificates and declarations have been received through a Single Window of the Republic of Kazakhstan for export-import operations. More than 42 thousand documents have already been issued in this way. It became possible to submit and accept applications for certification online 24/7, to ensure the traceability of products when they are put into circulation. We also want to transfer the field of conformity assessment to online - we have launched a pilot project. This will also ensure transparency of all procedures.
We are actively working on technical regulations. 52 TR CU/EAEU have been adopted within the framework of the Customs Union, 44 have already entered into force. Of these, 10 documents were developed by the RK. This year we have created a Coordination Center on the basis of the Institute of Standardization and Metrology. He analyzes the possibilities of introducing new technical regulations through the prism of the readiness of economic sectors for technological re-equipment. It is important
And another news this year: we have legalized the ability of businesses to directly apply foreign standards. There is no need to develop and adapt new standards. The only requirement is that the foreign standard complies with the technical regulations applied in the Republic of Kazakhstan. This innovation has provided businesses with the opportunity to use over 1000 types of documents and will save up to 7.5 billion tenge per year.
In the near future, we plan to continue improving the technical regulation system and strive to improve the quality of goods in the domestic market through the prism of standardization. Next year we plan to develop at least 340 standards. There is also a goal to complete the formation of a Register of dangerous products to restrict its access to the territory of the country. To support exports, we will provide assistance to conformity assessment bodies wishing to be accredited in foreign certification systems for Halal, organic products, Global G.A.P.
As always, I want to emphasize: we are open, and we always invite business to work constructively together on all issues related to the Ministry's sphere of activity, including technical regulation. After all, improving the quality of products and services in the market of Kazakhstan is our common task.
