Today, on November 19, 2021, Bakhyt Sultanov held an online meeting with representatives of core non-governmental organizations (NGOs), where he told about the results of work under the 1st package of amendments to the legislation of the Republic of Kazakhstan on consumer protection.
With its introduction into action, additional conditions have been created for the protection of consumer rights.
Thus, an Interdepartmental Council for Consumer Protection was established under the Government of the Republic of Kazakhstan, which also included well-known public figures of the country. Proposals and recommendations on consumer protection issues are being developed at the Council's site.
In addition, as part of the 1st package of amendments, the Consumer Protection Committee received the right to conduct state control. If earlier consumers could protect their rights only with the help of public organizations and in the judiciary. Now they have the opportunity to apply directly to the authorized body.
After signing the package of amendments, public associations are entitled to conduct public control, which allowed them to really participate in consumer protection processes and respond to violations of their rights.
In turn, a unified e-tutynushy information system was created to automate the process of receiving and reviewing consumer appeals, which made it easier to work with consumer appeals in all areas of business.
The concentration of all consumer protection measures in one place will ensure fast and unhindered consumer access to any information related to its effective protection.
"Today, almost 6 thousand consumers, 90 business entities and 40 public associations have registered in the system," Bakhyt Sultanov said.
At the same time, as the minister said, the department is preparing the 2nd package of amendments, which will include issues of law enforcement practice, including taking into account the comments of public associations of consumers.
Thus, following the example of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken", it is planned to consolidate separately operating public associations into one National Association, which will create parity for business in solving problems of the consumer community.
At the same time, the Ministry, within the framework of the 2nd package of amendments, plans to introduce the institution of an ombudsman for consumer protection, and in order to increase the level of public control, it is planned to give public associations the opportunity to conduct a control purchase of goods.
