Gaztrade improves a single window for exporters

One of the basic projects in the field of trade digitalization is the maintenance and development of an Export portal export.gov.kz . This work has been carried out since 2021 by JSC "Center for the Development of Trade Policy "QazTrade" - a single operator of state support measures for domestic exporters.

- Since the establishment of the MTI RK, the task has been set to combine state support measures for Kazakhstani exporters in a "single window" and as much as possible in one organization. Since this year, QazTrade has become a key operator of financial and non-financial measures, ranging from service support and training of novice exporters, to work on cost recovery. And one of the key tasks set for us by the Ministry of Trade is to improve the "single window" for exporters - the portal export.gov.kz . The main goal of the project is to create optimal conditions for obtaining support measures for our enterprises, to ensure absolute transparency of all processes, to create all conditions for the fair distribution of public services and services," said Nuraly Bukeikhanov, Deputy General Director of the QazTrade Trade Policy Development Center JSC.

Currently, the portal operates in three directions: informational, consulting, interactive.

As part of the information direction, the portal provides users with operational and strategic information in the field of export. As well as country, industry, regional reviews, information on technical regulation, export guides, export product directories. An interactive analytics block has been implemented. The Exporter's Encyclopedia block has also been created, which provides reference and training information for novice exporters, as well as a database on the state of exports to the Republic of Kazakhstan and legislation related to this area.

The consulting direction is presented with detailed information on Measures to support exporters. Through the company's portal, it is redirected directly to the organization providing the required business service: QazIndustry, Kazakh Export, Atameken NPP and others.

The interactive direction provides an opportunity to submit applications for the following programs: cost recovery, "Export Acceleration" and the program of withdrawal to the Alibaba trading platform. Applications sent on the portal are promptly processed by QazTrade specialists. The portal allows you to keep records of submitted applications, as well as record the chronology of their processing. The mechanism of attaching the necessary documents to the application has been implemented, which simplifies and accelerates the process of interaction between the parties.

Work on improving the portal continues.

According to QazTrade, a deep integration of the "single window for exporters" with state databases (Ministry of Finance, Ministry of Justice, Customs Service, etc.) will be provided. "This will allow to fully digitize the process of providing public services to support our exporters. And it will provide an effective system in which the financial and labor costs of both applicants and managers serving applications will be minimized," QazTrade says. The indicator is a decrease in the number of returns of applications for reimbursement of transport costs of exporters (due to poorly prepared or incomplete package of documents provided) from 88% to 10%; the average time for consideration of the application will be reduced from 24 working days to 15; the average time for concluding a model agreement will be reduced from 15 working days to 10.
