Today, on November 5, 2021, the Central Communications Service of the Republic of Kazakhstan hosted a briefing by the Minister of National Economy A. M. Irgaliev on explaining the implementation of national projects for sustainable economic growth, regional and business development.
Vice-Minister of Trade and Integration Yerzhan Kazanbayev also took part in the briefing, the press service of the ministry reports.
As previously reported, the relevant ministry is implementing within the framework of the national project for the development of entrepreneurship (PP RK No. 728 dated October 12, 2021) the task of forming modern trade formats, including a full-cycle infrastructure from producer to consumer.
Work in this direction has already begun.
First, non-stationary trade facilities will be upgraded.
Today, 103 out of more than 500 universal trading markets require modernization. By the end of 2023, it is planned to modernize 37 retail facilities in the cities of Nur-Sultan, Almaty and Shymkent. The remaining 66 located in other regions will be upgraded by the end of 2025.
These measures will increase the level of civilized trade, improve tax administration and reduce shadow trade.
Secondly, it provides for the creation of an effectively functioning trade, logistics and distribution system, namely the creation of a National Commodity Distribution System, which will consist of 24 ORCS.
As part of the first stage of the creation of the NTS, a PPP Contract has been concluded and design and estimate documentation is being compiled for the construction of 5 ORCS and the modernization of 2 ORCS.
In general, the creation of the NTS will allow us to comprehensively solve interrelated problems, both at the production stage and at the stages of its distribution and marketing.
Third, a Unified Strategy for the Development of cross-border hubs will be adopted and 5 cross-border trade centers will be created/modernized.
As of today, the creation of the ICTES "Central Asia" on the border with Uzbekistan has already begun. There are plans to create and modernize such centers on the external borders with Russia, China, Kyrgyzstan and Iran.
Thus, the Alatau hub will be created on the border with Kyrgyzstan on the basis of the Karasu checkpoint. This is one of the busiest transit points for goods from Kyrgyzstan through Kazakhstan to the north to Russia, Europe and China.
On the western borders of Kazakhstan, the creation of the Eurasia hub is being worked out, formed primarily as an industrial zone with preferential conditions, located in maximum geographical proximity to the largest regional markets of the EAEU.
In addition, the creation of a trans-page hub "Caspian Node" is being worked out in order to accelerate the integration of the Caspian countries.
In general, an integrated and systematic approach to solving these issues will allow us to build a system of trade hubs. In the future, this system will be integrated with the ORC and will become the core of the development of Eurasian trade flows.
