Today, on November 3, Vice Minister of Trade and Integration of Kazakhstan Yerzhan Kazanbayev held a meeting with representatives of AliExpress Russia on cooperation with Kazakhstan.
During the meeting, the parties discussed the issue of duty-free import of goods into the customs territory of the EAEU.
In 2020, the Eurasian Intergovernmental Council was instructed to work out the issues of gradual reduction of the threshold for duty-free import of goods into the customs territory of the EAEU purchased by individuals for personal use within the framework of international electronic commerce.
To date, a duty-free threshold of 200 euros (or 31 kg by weight) has been established. In case of exceeding this threshold, a customs duty in the amount of 15% of such excess (or 2 euros / kg) is paid.
Sergey Lebedev, Vice President for Relations with state Agencies of Aliexpress Russia, announced a proposal to the Ministry of Trade of the Republic of Kazakhstan to preserve the right of duty-free import.
At the same time, another issue concerning the development of ICBC Khorgos was also discussed at the meeting.
"Since goods from China to Central Asia are delivered via Eastern Europe, delivery takes about 60 days. This becomes unattractive to consumers, after which he stops purchasing goods. With a decrease to 30 days, the increase in the purchase of goods is noticeable again," said Dmitry Andriukhin, head of the CIS direction of Aliexpress Russia.
In this regard, representatives of Aliexpress Russia also voiced a proposal to set up a permanent route for the delivery of goods to Kazakhstan and use the Khorgos base for Central Asian regions.
At the end of the meeting, Yerzhan Kazanbayev noted that Kazakhstan is open for negotiations and is interested in continuing cooperation.
In the first half of 2021, residents of Kazakhstan have placed more than 3.7 million orders on the AliExpress Russia platform. According to forecasts, more than 10 million parcels will be delivered to Kazakhstan by the end of the year.
