A few days ago, a regular meeting of the Council of the Eurasian Economic Commission was held under the chairmanship of the First Deputy Prime Minister of the Republic of Kazakhstan
A.A. Smailov. During the meeting, more than 40 issues affecting mutual trade, sanitary, customs and technical regulation of the EAEU market, as well as the circulation of medical products were considered.
General approaches to the conditions for the implementation of appraisal activities and construction services within the EAEU have been approved.
Recall that today in the EAEU member states there is a single market of services in 55 sectors in such areas as: construction, real estate valuation, research, wholesale and retail trade, computer services, etc. A single market of services means that entrepreneurs of one country can provide these services on the territory of another country without additional requirements and discrimination on the basis of permits and professional qualifications obtained on the territory of their country. Approval of the approaches is planned by the Supreme Eurasian Economic Council in December this year.
The members of the EEC Council decided to introduce the EAEU technical regulation "On the safety of poultry meat and its processed products" from January 1, 2023.
The technical regulations have been discussed for more than two years and were widely discussed with representatives of business and government agencies. The Regulations establish the basic requirements for poultry meat and its processed products in order to ensure the safety of these products for the population of our countries. Prior to the entry into force of the technical regulations, the current technical regulations TR CU 021/2011 "On food safety" are applied.
According to the decision of the Members of the EEC Council, zero rates of import customs duties will be applied to certain types of transformers for microwave ovens, organic compounds for the production of pesticides, flame retardants, cotton fabrics from yarn, as well as certain types of synthetic fibers from meta-aramids until December 31, 2023. Also, until December 31, 2024, the customs tariff has been reduced from 11% to 5.5% for certain fruit processing products.
These solutions make it possible to support producers of the EAEU member states in terms of reducing the costs of importing non-production raw materials and materials.
An Action Plan has been approved to increase the level of provision of the EAEU member states with strategically important medicines and pharmaceutical substances for medical use, the production of which should be provided in the EAEU by 2024.
The implementation of the measures provided for in the Plan will contribute to the stabilization of the pharmaceutical market of the EAEU countries and change the vector of development of the industry towards the creation and production of their own original medicines on a full cycle.
The Protocol on amending the Agreement on Common Principles and Rules for the Circulation of Medical Devices (Medical Devices and Medical Equipment) within the EAEU was approved.
As a result of the adoption of these amendments, medical devices registered according to national requirements can be applied in the territory of the State in which they are registered until the expiration of the national registration certificates. They can also be re-registered according to national rules until December 31
2026. The protocol is planned to be signed during the Supreme Eurasian Economic Council in December this year.
It was decided to introduce mandatory labeling of packaged drinking water. At the same time, the EAEU countries independently determine the date of introduction and the procedure for labeling packaged water on their territory. In Kazakhstan, the date of introduction of mandatory labeling will be determined following the completion of the pilot project, which began on July 1 this year and will last until the end of January 2022.
A draft agreement on the use of navigation seals for tracking freight traffic has been approved. Electronic navigation seals will function based on the technology of navigation satellite systems. The use of electronic seals is aimed at minimizing state control during the transportation of goods and cargo by rail and road, and also contributes to the exclusion of illegal trafficking of goods in the EAEU.
