The procedure for crediting electronic money to the "social wallet" has been defined

As previously reported, the Ministry of Trade and Integration of the Republic of Kazakhstan, together with the Ministries of Labor and Social Protection of the Population, Finance, digital Development, Innovation and Aerospace Industry, the National Bank of the Republic of Kazakhstan, as well as representatives of the banking sector, is working on the technical implementation of the introduction of the "social wallet" pilot in December 2021 in the form of targeted social assistance payments.

To this end, on September 8, 2021, the Resolution of the Government of the Republic of Kazakhstan No. 619 "On approval of the Rules and features of crediting, accounting and use of benefits and social payments at the expense of the State Budget and (or) funds of the State Social Insurance Fund transferred in the form of electronic money, as well as monitoring the use of targeted social assistance" was adopted.

Thus, the Rules define the conceptual apparatus of the procedure for crediting, accounting and using benefits and social payments in the form of electronic money: "social wallet", "business wallet", "participants in the electronic money system" and other concepts, as well as the procedure for crediting to the introduced "social wallet" and further use of electronic money.

In addition, within the framework of the adopted resolution, the Ministry of Trade and Integration of the Republic of Kazakhstan, together with the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan and the National Bank of the Republic of Kazakhstan, is developing a Plan for the phased transfer of benefits and social payments in the form of electronic money to social wallets, the Plan itself is planned to be approved by January 1, 2022.
