In modern trade, especially international, it is important not just to have a product for sale, but to have a product of quality that meets the specified standards.
The sphere of technical regulation is a key direction in terms of quality management of products, technologies and services. It is a kind of security certificate of the interests of the manufacturing sector, business and the state in market competition.
In the conditions of economic integration, borders are opened and any barriers are removed (ideally, of course), except for the quality and safety standards recognized by all. And here the country lobby plays an important role in the adoption of certain technical regulations, their norms and deadlines for introduction, and most importantly, to demand their implementation "mirror" from our partners in the union. Because you give a little slack, and it turns out as with the technical regulations "On food safety" adopted back in 2011.
Amendments have been discussed in it for many years, which should determine what is called chocolate, how to divide it into types, how to call it, what specific safety parameters. The current norms of technical regulations allow you to call everything chocolate in a row. And buyers, buying "chocolate", in practice can buy something with palm (instead of cocoa) butter, but with a chocolate name. And, accordingly, conscientious confectioners of all countries suffer losses due to such poor-quality competition.
The Ministry of Trade and Integration decided to strengthen our expert pool to analyze the potential benefits or damage to various industries from the adoption of a particular norm of the technical regulations being developed in the EAEU. A coordination center for technical regulation is being created on the basis of RSE "KazStandart".
We want to" attract " the best technical experts in various industries to it: agriculture, mechanical engineering, etc. – a total of 20 directions.
They, as experts in the "practical field", will assess the readiness of the country's enterprises to implement the technical regulations of the EAEU and will be able to notice and assess the risks in time when developing them. And then, at the level of the Coordinating Council, under the chairmanship of the Deputy Prime Minister, a country position will be developed together with experts.
We focus not only on experienced industry practitioners, but also on people who are able to work with large amounts of data in various areas of industries, who are able to organize processes and interact with various diverse stakeholders, conduct analytical work, etc. This is the only way to achieve success in complex and highly sensitive issues for the country.
Now we are "hunting" for such. I hope that I will be able to present them to you before the end of the year.
I invite entrepreneurs and associations to work together and become part of the team of professionals of the Coordination Center for Technical Regulation.
The working body is RSE "KazStandart".
