Due to the low sugar beet harvest in 2020 and this year, a shortage of white sugar is expected on the territory of the EAEU.
Moreover, a decrease in the production of white sugar in the EAEU countries, as well as in other countries in 2020 led to an increase in prices for white sugar and raw sugar by 50% and 75%, respectively, for specific consumers.
For reference: the import customs duty of the EAEU ETT on white sugar is $ 340 per ton.
The import customs duty of the EAEU ETT on raw beet sugar is $ 250 per ton, and raw cane is from $ 140 to $ 250 per ton, depending on the price on the world market.
In this regard, by the Decision of the EEC Council No. 33ot on April 23, 2021, a quota of 134.4 thousand tons of white sugar and/or raw sugar was approved for the Republic of Kazakhstan in the period from May 15 to September 30, 2021.
In order to support the industry, the Rules for the distribution of quotas for the import of white sugar and raw cane sugar to the territory of the Republic of Kazakhstan have been approved and determine the procedure for the distribution of quotas for the import of white sugar intended for the production of sugar-containing products and raw cane sugar intended for industrial processing to the territory of the Republic of Kazakhstan.
