August 10, 2021-today, at a meeting of the MIT board, Asel Zhanasova spoke about the preparations for the launch of the pilot project "Social Wallet".
The project is being implemented within the framework of the Address of the Head of State dated September 1, 2020 jointly with the National Bank of the Republic of Kazakhstan.
The purpose of the project is to provide access to financial instruments for socially vulnerable groups of the population, simplify the procedures for calculating social assistance, improve social support tools, and optimize budget expenditures.
The "social" wallet will be created on the basis of an IIN - this will allow crediting social payments to a bank account if there is a linked Bank.
To date, the scenarios for using the "social" wallet, the target technical architecture and methodological recommendations for conducting a pilot coding project for socially significant food products have been approved.
To make payments for the goods/works/services provided within the framework of entrepreneurial activity, the National Bank of the Republic of Kazakhstan has developed a draft national standard for a bar code assigned by a payment service provider or a payment system operator.
As part of the implementation of the Social Wallet project, a draft NPA was developed "On approving the Rules and features of crediting, accounting and using benefits and social payments at the expense of the state budget and (or) funds of the State Social Insurance Fund transferred in the form of electronic money, as well as monitoring the use of targeted social assistance".
At the moment, the draft NPA is under consideration in the Office of the Prime Minister of the Republic of Kazakhstan.
Asel Zhanasova reported, the pilot version of the project is planned to be launched by the end of December 2021.
