Introduction of a system for submitting and issuing certificates of conformity in electronic form within the framework of the project "Digitalization of processes of the Committee for Technical Regulation and Metrology of the MTI RK"

On December 30, 2020, the Law of the Republic of Kazakhstan "On Technical Regulation" (hereinafter – the Law) was adopted in a new version, which provides for the introduction of technical regulation, standardization, accreditation, conformity assessment and ensuring the uniformity of measurements in the information system of technical regulation from July 1, 2021.

As part of the implementation of this Law, a pilot project of the electronic certification service in the field of conformity assessment "E-certification" was launched, which provides for full traceability of the processes of issuing documents for confirming compliance in electronic form. The issuance of documents on conformity assessment is carried out exclusively in electronic form without the use of strict reporting forms.

The main task of the information system is the exclusion of "gray" certification, the creation of conditions for automation and digitalization. Thus, to achieve a reduction in the terms of consideration of applications for conformity assessment.

One of the innovations of the Law is also the "desk control", which provides for the transition from the control of subjects to the control of objects. The goals of" desk control " are the timely suppression and prevention of violations, providing the subject of control and supervision with the right to independently eliminate violations.

It is expected that a preventive control mechanism will be launched without a visit, which will extend to 120 groups of controlled products, 180,000 economic entities (according to the statistics portal), 1,500 accreditation subjects, NCE "Atameken" and more than 40 expert organizations for determining the country of origin of goods. At the same time, the actual staff of inspectors by region is 95 people. In the current system, control is carried out by unscheduled inspections based on complaints, as well as reports from other state bodies.

To set up automatic signaling when signs of violation of the law are detected, scenarios are worked out in which notifications will be generated. To save time, it is planned to configure the system to automatically generate and send notifications directly to the subject of control by electronic delivery methods (SMS, messages to the personal account of the e-gov portal.kz and others).

For example, a digital platform will react to the presence of such risks as:

- the testing time is too short;

- certification of products by an expert auditor who is certified for another type of product;

There are significantly more examples where the system can signal. Developers are making final improvements in the registers, logical scenarios and risk factors are being compiled, integration with the necessary sources is being worked out. In the future, when more developed integration with the systems of other state bodies is achieved, automation for detecting violations in all supervised areas will become available.

Further, the Law" On Technical Regulation " provides for the automation of all technical regulation processes within the framework of a single information system, which should provide for blocks of technical regulations, accreditation, conformity assessment, standardization, ensuring the uniformity of measurements and hazardous products.

In total, more than 90 business processes, 3 registers of State systems of technical regulation, standardization and metrology have been automated.

More than 2000 participants (KTRM, KazStandart, NCA, certification bodies, laboratories, technical committees, training centers, etc.) participate in all technical regulation processes on an ongoing basis, and about 10,000 legal entities (applicants) participate on a periodic basis as part of submitting applications for conformity assessment.
