This was announced today by the Minister of Trade and Integration of the Republic of Kazakhstan Bakhyt Sultanov during a round table on the creation of a National Commodity Distribution System (NTS) from a network of wholesale and distribution centers (WDC). According to the Minister of Trade, the only investor showed interest in the project to create the NTS.
The creation of trade infrastructure is one of the 2 directions of the National Trade Development Project for 2021-2025.
Today, at the stage when it is possible to talk about serious progress on the project, with the support of the deputy corps, a discussion on the topic of the NTS was held.
As one of the participants of the round table noted today, the idea of the ORC has been seriously transformed over the past year. The development of the idea took place in the course of open discussions, in-depth analysis, study of the most successful French and Spanish experience, expert consultations, etc. But in the end, the national idea of the WDC, and it all started a few years ago, has grown into an international level. At the recent Supreme Eurasian Economic Council, the Head of State announced a proposal to integrate the commodity distribution systems of the EAEU member states, as well as Uzbekistan and Tajikistan, into a single Eurasian Commodity Distribution System. It will have more than 90 facilities and will be integrated into the supply chains of the leading retailers of the EAEU. Currently, in addition to our 24 facilities, 8 ORCS in Uzbekistan and 4 WDS in Kyrgyzstan are in the process of implementation, as well as the projects Rosagromarket (5 objects), Kosino (VTB-Real Estate) in Russia.
Today, opinions and suggestions continued to be heard, as the project is large-scale, complex, and complex. They raised, for example, fiscal issues, or proposals for cooperation and agricultural exchanges based on the ORC. As the minister said, all these issues will be resolved in parallel. And, as he noted, now the most important thing is to start building an anchor infrastructure, which will be joined by other mechanisms on the cluster principle.
There was also a confirmation of the need of exporters for modern infrastructure, and the potential of the WDC in the development of market approaches in farming.
The WDC will play a role in reducing the import dependence of the Republic of Kazakhstan on 6 commodity items, and in saturating the food market with price stability in the NWFP.
At the 1st stage, in 2021-2022, 7 WDS will be created, which will have their own specialization:
- 3 WDC distribution centers in the cities of Nur-Sultan, Shymkent and Almaty. (the total transshipment capacity will be 1.4 million pallets per year);
- 4 storage centers in the village of Michurino and Aksu, Pavlodar region; Kapshagai, Shengelda rural district, Almaty region; Shu, Zhambyl region (the total capacity of one-time storage will be about 80,000 76.5 thousand tons).
The proposed NTS model will be implemented through a private financial initiative.
To date, the business plan for the PPP project has already received most of the industry conclusions.
"We are approaching the final organizational stage of the 1st stage-the conclusion of the PPP agreement.
In accordance with the schedule, in May of this year, we will complete all the necessary procedures for approving and signing the PPP agreement, " the minister concluded.
