Kazakhstan's goods have tariff preferences in Norway and Switzerland

Kazakhstan is entitled to receive tariff preferences under the General System of Preferences in the Kingdom of Norway and the Swiss Confederation, which means that some types of goods produced in Kazakhstan are subject to lower rates of import customs duties than are established for goods from other countries.

This year, Norway and Switzerland, within the framework of the General System of Preferences, began to apply the registered system of exporters of the European Union REX-System (REX System). Now, to confirm the country of origin of the goods, instead of the paper versions of the certificates of origin of the form «A», you need to register in the REX system.

The procedure for registration of exporters in the REX system is provided for by the Rules for Registering Exporters in the Information Systems of the Countries of Import of Goods in order to confirm the country of origin of goods (approved by the Order of the Minister of Trade and Integration of the Republic of Kazakhstan dated March 31, 2021 No. 244-NK).

Registration in the system is carried out once, except in cases of revocation of registration, with the assignment of a registration number.

To obtain tariff preferences for the import of goods to Norway and Switzerland, the Kazakh exporter independently draws up a statement of origin of the goods on a commercial document (indicating the name and full address of exporter, the country of origin of the goods, the country of import of the goods, the description of the product/goods and the date of release, the criterion for sufficient processing of the goods, the code of the harmonized system). The declaration of origin of the goods will be the basis for granting tariff preferences to Kazakhstani goods.

The declaration of origin of the goods also indicates the registration number of the exporter if the value of the consignment exceeds the threshold value of 10,300 (ten thousand three hundred) Swiss francs or 60,000 (sixty thousand) Norwegian kroner.

If the value of the consignment is below the threshold values, the statement of origin of the goods is made by the exporter without registration in the REX system.

Registration of Kazakhstani exporters in the REX system is carried out by the National Chamber of Entrepreneurs «Atameken» on the basis of the application of the exporter in the form provided for in these Rules.
