According to him, China has severely restricted the purchase of coal from Australia. Thus, the coal miners of the Russian Federation have stepped up work to boost coal supplies to China, gradually occupying this position. In particular, the Russian Federation has stepped up the construction of railways in the east of its country, to increase the capacity of coal transportation.

Answering the question, Kairat Torebayev said that currently, the Ministry of Foreign Affairs of the Republic of Kazakhstan is already working to increase the carrying capacity of border stations and develop the transshipment and transshipment capacities of the stations of the Republic of Kazakhstan and the People's Republic of China.

The vice-minister also noted that there are certain barriers, such as: limited capacity of the border crossing, restrictions on the Chinese side on the transshipment of bulk cargo from 1520 mm gauge cars to 1435 mm gauge cars, high tariffs of "Chinese Railways" for the transportation of coal from Kazakhstan on Chinese railways. Due to the pandemic, Kazakhstan's railways, taking into account exports and imports, as well as transit traffic, cannot be fully serviced, which leads to overloading.

In his opinion, Kairat Torebayev should consider the issue from the other side. "For example, we should not export coal, but make it an additional commodity, i.e. consider the issue of coal gasification and export it in a different form, which is less toxic and has a greater added value. At the same time, coal gasification does not cause environmental damage, " the Vice Minister said.

Within the framework of his competence, Kairat Torebayev assured that this issue will be discussed in the near future on the agenda of the meeting of the working group on trade and economic cooperation with the People's Republic of China.

Kairat Torebayev said that today the state is implementing a number of programs to support domestic entrepreneurs.

One of these programs is the "Bastau" project, which aims to develop mass entrepreneurship. The project has been implemented by Atameken within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Enbek" since 2017 and has already raised about 30 thousand entrepreneurs.

Moreover, in order to export goods, the Vice Minister was asked to contact the JSC "Center for Trade Policy Development "QazTrade" in the near future with a full package of materials to clarify the types of goods produced, where raw materials and equipment will be imported from, as well as the planned sales markets.
