On May 4, 2021, Vice - Minister of Trade and Integration Kairat Torebayev spoke at a meeting of the Committee on Economic Reform and Regional Development of the Majilis of the Parliament of the Republic of Kazakhstan on the topic: "On measures to increase non-primary exports and expected volumes by the end of 2021".
The coronavirus pandemic continues to have a negative impact on the foreign trade sector: a drop in exports was recorded in many countries around the world.
Thus, according to the results of 2 months of this year, the external trade turnover of Kazakhstan decreased by 17.5% (from $ 14.3 to $ 11.8 billion).
At the same time, exports of processed goods increased by 2.8% (from $ 2.13 to $ 2.17 billion). According to Kairat Torebayev, this growth is due to the increased demand of the Russian Federation and Uzbekistan for Kazakhstan flat rolled products.
Thus, during this period, the supply of flat rolled products increased by 65.1% ($214.4 million). This also reflected an increase in its production (by 26%). Supplies of non – alloy steel increased by 2.5 times (by $ 112.5), copper and their copper cathodes-by 14.3%, and untreated aluminum-by 85.4%.
It is possible to ensure stable export indicators of domestic products thanks to systematic business support measures.
The Ministry of Trade and Integration provides more than 20 financial and non-financial support measures for exporters to promote processed products to foreign markets.
This year, it is planned to participate in the export acceleration of enterprises of the food, chemical and machine-building industries and light industry. China, Russia, Uzbekistan, Kyrgyzstan, and the United Arab Emirates have been selected as priority areas for acceleration.
According to preliminary estimates, the export potential of food products to China, Uzbekistan, Kyrgyzstan, Tajikistan, the United Arab Emirates and Russia is estimated at $ 226.4 million, and chemical products to these countries-78.9 million. $ and engineering products – $ 101 million.
The most popular Kazakhstani goods and services, which are in great demand in foreign countries, have been identified. Thus, out of 100 non-primary commodity items with the highest export potential, the list of priority 16 goods and services that the Republic of Kazakhstan will be able to continuously supply abroad has been formed.
This year, potentially additional exports of priority goods and services are estimated at about 1.77 billion rubles.$ (meat products, seeds and oilseeds, sheep products, oils, transformers, metallurgy, pesticides, petrochemicals, tourism, IT, transportation, etc.).
"Taking into account internal and external factors, the Ministry of Trade has a goal to increase the volume of exports of goods and services to $ 29.2 billion this year. The Ministry has analyzed commodity positions taking into account the basic and optimistic forecast. So, in the case of the basic forecast, the planned volume of exports of non-primary goods by the end of 2021 will be $ 15.7 billion. The growth drivers will be products such as coke and refined petroleum products, computer products, finished metal products, tobacco products, construction products and light industry products. In the case of an optimistic forecast, the planned volume of exports of non-primary goods by the end of 2021 will amount to 20.4 billion rubles. $ ",- concluded Kairat Torebayev, Vice-Minister of MTI of the Republic of Kazakhstan.
At the end of 2020, Kazakhstan's non-primary exports of goods amounted to 15.4 billion rubles. Exports of services amounted to $ 5 billion, which is by 2.8% lower than in 2019 ($15.8 billion).
