On April 28th this year there was an online meeting of Ministry of Trade and Integration of the Republic of Kazakhstan with representatives of the association of cement and concrete producers "QazCem" to discuss topical issues of the industry.
The Committee for Technical Regulation and Metrology together with "QazCem" on the basis of "Sapa Inter System" LLP established a testing laboratory in the scope of construction materials in the Republic of Kazakhstan, which today is one of the leading laboratories.
After the implementation of ST RK 3361 in 2019. "Conformity Assessment. Cement confirmation procedure" it was decided to increase the requirements for cement testing and the equipment of testing centers.
In this regard, with the support of the Association, "Sapa Inter System" LLP completed a full set of equipment and nowadays actually covers 100% of testing for physical, mechanical and chemical parameters of cement. During several years of cooperation with the Association 8 local cement plants were issued certificates.
Cement testing laboratory is fully equipped (100%) with all necessary testing equipment and measuring instruments.
The assessment of the serially produced cement by "Dyckerhoff" (Germany) was confirmed with a visit to the certification audit of experts from the Republic of Kazakhstan.
It should be taken into account that practice shows that in the Russian Federation there are 4 testing centers per 60 cement plants. This proportion is also observed in Kazakhstan, as for one testing center (represented by us) there are 15 domestic cement plants. That is, for a full workload of one testing center, 15 manufacturing plants in the industry are enough.
Established requirements and the availability of an advanced laboratory will help to close the domestic market from counterfeit cement and establish the production of quality domestic cement.
“The measures we have taken were aimed at strengthening the requirements for cement products, increasing the competitiveness of domestic products and the possibility of continuous development of this industry,” said A. Abenov, Chairman of the Committee for Technical Regulation and Metrology.
In general, it is worth noting the role of QazСem in the fight against counterfeiting.
Representatives of QazСem participated in the inspection at the customs border of the cement arriving from Iran for compliance with the requirements of current standards and the availability of certificates.
According to the executive director of "Kazakhstan Association of Cement and Concrete Manufacturers "QazCem" Yerbol Akymbaev - "the next goal of the Association and the reference TL is to obtain accreditation of the TL in Russia, so that the Kazakhstan manufacturers had the opportunity to test cement in the Republic of Kazakhstan to obtain certificates of compliance, recognized in Russia".
As part of further cooperation, it is planned to equip the laboratory for full testing of concrete (investments will amount to about 40-50 million tenge).
Reference. TL LLP "Sapa InterSystem" (testing laboratory) is an accredited laboratory, a conformity assessment body for products and management systems, founded in 2002.
For 15 years, is engaged in confirmation of compliance of cement, and the last 3 years of them in close cooperation with the "Kazakhstan Association of Cement and Concrete Manufacturers "QazCem".
Further, based on the example of TL LLP "Sapa InterSystem", we can say that close interaction of testing centers and large industrial manufacturers of Kazakhstan in the near future will give impetus to other testing centers in cooperation with industrial enterprises.
Since testing centers and manufacturers ultimately pursue the same goal of achieving impartiality, quality and transparency.
At the meeting, the Minister congratulated TL LLP "Sapa InterSystem" on receiving an electronic accreditation certificate formed through the E-Accreditation system and wished them success.
The "E-Accreditation" system, which was introduced last year, made it possible to automate the interaction between NCA and business.
Obtaining an electronic accreditation certificate clearly demonstrated one of the advantages of digitalization of the technical regulation system.
