Bakhyt Sultanov held a personal reception of citizens

Today, on April 27, 2021, the Minister of Trade and Integration of the Republic of Kazakhstan Bakhyt Sultanov held a personal reception of citizens.

The meeting was also attended by Chairman of the Committee for Consumer Protection Askar Tynysbekov, Head of the Department for Consumer Protection in Nur-Sultan Askar Abishev, representatives of the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan, as well as representatives of the capital's akimat.

The Minister received 2 citizens-individual entrepreneur Saidashev Baurzhan Sagingalievich and Ananeva Marina Zhunusovna.

Baurzhan Saidashev addressed the issue of the impossibility to engage in entrepreneurial activity on the territory of the Sharyn trading market.
In this regard, he asks for assistance in opening a store for retail sale of chicken eggs in the market.

As the representative of the Mayor's office of Nur-Sultan Ruslan Idrissov commented on this situation, the refusal in the trading place by the market administration was caused by repeated violations by the entrepreneur of the requirements to prevent the spread of coronavirus infection (violation of the mask regime, lack of antiseptic agents in the workplace, etc.).

Meanwhile, the Minister suggested that the city departments responsible for consumer protection, competition protection and entrepreneurship should meet "at one table", hold negotiations and try to positively resolve and help the entrepreneur:

The Department for Consumer Protection to organize a joint meeting with the Mayor's Office and the parties to the conflict. If the issue is not resolved, the applicant must resolve the dispute in court.

The Minister received citizen Ananeva Marina Zhunusovna. Marina Zhunusovna told about the orders placed in the online store "Wildberries KZ". According to Ananeva M. Zh., she issued several orders for a certain amount, after which, in addition to the commission, additional funds were debited from her card.

Marina Zhunusovna also touched upon the issue of improving e-commerce.

As Bakhyt Sultanov noted, work on solving this problem began immediately after Ananeva M. Zh. At the same time, the Minister confirmed that today there are certain statistics of complaints about fraud in the field of online commerce, including on the platform of the Wildberries store and a number of other online stores.

Meanwhile, Bakhyt Sultanov spoke about the legislation on consumer rights protection adopted in the new version: "We are currently working on the second package of amendments, we are also collecting problems, and your case will also be used to legally correct and exclude the possibility of violations of consumer rights."

"Specifically on your problem, in terms of fraud, it will be necessary to work together with the Agency for Regulation and Development of the Financial Market. It is also necessary to back up your application. On our part, negotiations will be held with the Wildberries office itself in the Almaty branch, as such systematic violations already threaten the operation of such networks," Bakhyt Sultanov said.

At the end of the meeting, the Minister summed up the results and gave instructions to the Committee on Consumer Protection and the Department of Internal Trade of the Ministry: "Today, these structures are working on the second package of amendments to the legislation on consumer protection and regulation of domestic trade. Therefore, as you suggested, the Committee, together with the Department of Internal Trade, will work together and accept your proposals in terms of international trade. Also, within a month, we will inform you about the progress of work on the analysis of your case."
