Price regulation of the food basket

Issue topic: Price regulation of the food basket

Chief expert of the Department of Public Relations of the Ministry of Education and Science of the Republic of Kazakhstan Yerkema Mukhtarkyzy gave a comment in the program " Day Format "to the TV channel"Atameken Business".

Last year, the Ministry of Trade and Integration of the Republic of Kazakhstan legally established the maximum size of the trade allowance for socially important goods. It should not exceed 15% of the selling price of the supplier of socially significant food products.

Also, the amount of remuneration of retail chains is not more than 5% for the promotion of food products from the shelves of retail chains.

It is prohibited to charge such remuneration for socially significant goods.

At the same time, the competence to control the size of the trade allowance and remuneration is provided to the akimats. It should be noted that the legislative changes on the provision of control competence will enter into force on July 1, 2021.

These changes will allow local executive bodies to control the pricing of socially important food products and take the necessary measures in cases of violations of these norms.

Wholesale and distribution centers

To date, there is an inefficient system of pricing and marketing of fruit and vegetable products, which is not generally beneficial to either the agricultural producer or the end user.

As a rule, this is characterized by the presence of a large number of non-transparent intermediaries between the producer and the end user, who do not have the necessary infrastructure to ensure storage and transportation, which leads to significant non-production losses and also affects the increase in the cost of the price of agricultural products.

At the same time, in order to create conditions for solving the problems of agricultural producers, the Ministry is working on the implementation of a project to form a National Commodity Distribution System in the form of infrastructure – a network of wholesale and distribution centers.
The planned distribution network will optimize logistics, ensure the safety of products and minimize losses.

The network of wholesale and distribution centers will become a link between the main participants of the commodity distribution system and will unite manufacturers, retailers, and suppliers into one cluster. Access of agricultural producers, especially small and medium-sized farmers, to the infrastructure of long-term storage of products and their primary processing/completion for sale will be ensured, due to direct communication between residents and customers of the network of wholesale distribution centers, inefficient links of resellers will be excluded.
