The Ministry of Trade presented to the public the procedure for providing public services
MTI RK – March 5, 2021. Today, under the chairmanship of the head of the staff of the Ministry of Trade and Integration Nupirov Zhanibek, a meeting was held on the presentation of the procedure for the provision of public services. As an example, the agency presents a scheme for the provision of a state service "Issuing a license for the import and (or) export of certain types of goods".
The meeting was attended by a representative of the Project Office of "Adaldyk Alany" Sattar Syzdykov, representatives of JSC "National Information Technologies", the Agency for Civil Service Affairs of the Republic of Kazakhstan, the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.
"Today, public services are provided through the portal www.elicense.kz, which automatically accepts applications, processes and generates the result of the provision of public services at the request of the service recipient. Since January 2020, the provision of public services has been fully automated and reduced from 15 days to 1 day. I emphasize that the automated process is carried out around the clock with the absence of the service provider's participation, by signing the result of the provision of public services with the EDS of the service provider's head saved in the portal, " said Zhanibek Nupirov.
According to Nupirov Zhanibek, the volume of tariff quotas for Kazakhstan is approved annually by the Decision of the Board of the Eurasian Economic Commission.
Recall that in accordance with the Treaty on the Eurasian Economic Union, ratified by the Law of the Republic of Kazakhstan dated October 14, 2014, common measures of non-tariff regulation are applied in trade with third countries, including a single procedure for their administration.
In accordance with the Rules for the distribution of tariff quotas for the import of certain types of meat to the territory of the Republic of Kazakhstan, approved by Order No. 30 of the Ministry of National Economy of the Republic of Kazakhstan dated January 20, 2015, the right to receive tariff quotas for the import of: beef for historical suppliers, processors and new suppliers; poultry meat for historical suppliers and new suppliers.
Representatives of the ministry noted that according to these Rules, the distribution of tariff quotas between historical suppliers for the import of beef and poultry meat is carried out in 2 stages based on the data of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan for the previous 2 years.
Stage 1: until December 31, 25% of the tariff quota volumes are distributed based on data from the 1st year and 9 months, stage 2: until April 15, 75% of the tariff quota volumes are distributed based on data from the previous 2 years.
Moreover, the distribution between new suppliers is carried out from March 1 in order of priority until the limit is exhausted, the declared volume of the tariff quota by one supplier should not be more than 15% of the total volume.
In turn, the representative of the Project Office of "Adaldyk Alany" Sattar Syzdykov, expressed his opinion on the approaches and monitoring of these processes. "The goal of the project office" Adaldyk Alany" at the MTI of the Republic of Kazakhstan is to establish a civil dialogue, not to be selective and work transparently, as well as to determine interaction with the Ministry, " Syzdykov concluded.
As a result of the negotiations, the project office proposed that the Ministry, together with the State Revenue Committee of the Republic of Kazakhstan and the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan will work out the issue of automating the processes for distributing quotas among historical suppliers.
