Askar Tynysbekov was born in 1964 in Almaty region. In 1984, he graduated from the Kazakh Institute of Physical Culture, in 1992 — the Kazakh State University of Economics, in 2005-the Kazakh Humanitarian and Law University.
He started his career in 1984 as a sports instructor of the Taldykorgan Trust. In different years, he worked as a coach-teacher in a children's and youth school, chairman of the committee on physical culture and sports, instructor of the pedagogical department.
In 1991, he began working in the state bodies of the Republic of Kazakhstan.
In 1991-1992 — State tax inspector of the department of taxation of economic bodies of the State Tax Inspectorate for the Enbekshikazakh district of Almaty region.
In 1992-1994 — Chief Controller-Auditor of the department of the Financial Control Committee for the Enbekshikazakh district of Almaty region.
In 1994-1996 — Chief Controller-Auditor of the department of the State Financial Control Committee of the Republic of Kazakhstan for the Enbekshikazakh district of Almaty region.
In 1996, chief inspector of the Department of the Committee of financial and currency control in MF RK in Almaty region. In 1996-1998, he worked in the Tax Inspectorate for the Turksib district of Almaty. In 1998-2000. - Deputy Chairman of the Tax Committee for the Turksib district of Almaty.
In 2000-2002-Chairman of the Tax Committee for the South Kazakhstan region of the Ministry of State Revenue of the Republic of Kazakhstan. From 2002 to 2019, he worked in senior positions in the Ministry of Finance of the Republic of Kazakhstan.
From October 2019 to the present, he held the position of Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan.
