Since February 1, mandatory digital labeling of motor oils has been introduced in Kazakhstan. To date, more than 6.8 million codes have been ordered in the system and more than 1.6 million units of motor oil have been labeled. Furthermore, more than 380 participants in the goods turnover have been registered in the system, the majority of which are importers and manufacturers of motor oils.
Participants in the turnover, including retail outlets, oil change points, and car dealerships, must correctly handle labeled products during sales.
When selling through cash register machines, it is required to scan the Data Matrix code applied to the packaging. Scanning the code during the transaction ensures the automatic removal of the product from circulation in the labeling system.
To operate within the labeling system, all participants in the turnover must register in the Information System for Product Labeling and Traceability (IS MPT), and also ensure technical readiness to work with labeled products: having a cash register machine with the function of transmitting data to the fiscal data operator and a device for scanning DataMatrix codes. Registration in the IS MPT can be done via the link: https://tanba.markirovka.kz/. The absence of registration or technical readiness excludes the possibility of legal sale of labeled goods. The Code of Administrative Offenses provides for liability for failure to reflect the labeling code in the cash receipt.
A Data Matrix code is a compact two-dimensional square-shaped code that stores information about a product: its origin, path from manufacturer to consumer, including production date, expiration date, and is protected cryptographically, making it a reliable identifier.
The implementation of the digital labeling system creates a unified digital traceability loop for goods turnover, ensures market transparency, and equal conditions for all participants in the turnover.
Additionally, we inform that in accordance with the order of the Minister of Trade and Integration of the Republic of Kazakhstan, from September 1, 2026, an expansion of the list of products subject to mandatory digital labeling is envisaged, including 14 HS codes for certain types of lubricating oils, lubricants, and special automotive fluids.
We remind you that in Kazakhstan, as of today, six product groups are subject to mandatory labeling: tobacco products, footwear, medicines, saiga derivatives, motor oils, beer and beer beverages. In September of this year, the introduction of labeling for dietary supplements is planned, and from December 1 – for light industry goods. Currently, labeling for medical devices, vegetable oil, household chemicals, and cosmetics is being tested in pilot mode. Pilot projects for labeling liquefied petroleum gas sold in household cylinders and timber have been completed.
