Kazakhstan is strengthening the protection of its domestic market and creating new conditions for the sustainable growth of domestic production. The Ministry of Trade and Integration is consistently implementing a set of measures aimed at supporting Kazakhstani manufacturers and strengthening their competitive advantages.
Systematic work is being carried out within the framework of economic diversification and the "Investment Order" project. In cooperation with JSC NHC "Baiterek", the Ministry of Agriculture, and the Ministry of Industry and Construction, a detailed assessment of industrial projects is being conducted. The list of initiatives is being optimized based on their alignment with priority programs. This allows for focusing resources on the most efficient and technologically advanced areas.
One of the key tools for protecting the domestic market is technical regulations and standards. They establish mandatory requirements for product safety and quality, set uniform rules for the circulation of goods, and ensure fair competition. This creates clear and transparent operating conditions for businesses and reduces barriers to mutual trade.
Currently, 52 EAEU technical regulations are in effect, of which 48 have already entered into force, along with 19 national technical regulations. In 2025, national technical regulations for coal and high-voltage equipment were adopted. A technical regulation for alcoholic products has been enacted. These decisions strengthen quality requirements and increase the responsibility of market participants.
A notable example was the implementation of the national technical regulation for construction products, adopted in 2023. Its implementation helped level the certification conditions between domestic and foreign manufacturers. Discrimination against Kazakhstani enterprises was eliminated, and fair competition was ensured.
The work continues. Within the framework of the "Investment Order" project, a revision of a number of technical regulations is planned, taking into account modern technologies and their application practices. Special attention is paid to the agro-industrial, chemical, and construction sectors. The main goal is the effective protection of national interests and the stimulation of production modernization.
Standardization covers almost all industrial sectors. The unified fund of normative technical documentation contains about 75 thousand documents. The level of application of national standards has reached 70 percent. They are actively used in regulated procurement and are becoming a real mechanism for supporting domestic businesses.
