Today, October 26, 2020, Minister of trade and integration Bakhyt Sultanov spoke at a briefing in the Central communications Service (CCS).
He spoke about the role of the trade Department in the implementation of the September Address of the President of the country, explained what the tasks of the Ministry of trade and integration are, as well as how the situation will change from the steps taken in trade and exports.
An important project, the trade Minister said , is to digitize and improve the accreditation and certification processes.
"It will reduce the time of accreditation and eliminate falsification and forgery of documents in the field of conformity assessment," B. Sultanov said. - This task is also set for us by the Head of state.
- Since July, we have launched the e-accreditation electronic system, where we have digitized the process of submitting applications, issuing conclusions, and signing contracts, - the Minister also said during the briefing.
Talking about the expected effects, the Minister said that "the digitization allows to release more than 1,600 of the subjects of accreditation from the need to collect additional documents and information, saves time and money of the applicants, and eliminates the cross-checking of data from the accreditation body.".
Today the system has more than 700 organizations and 2,700 users.
At the moment, the regulatory acts regulating the certification process are being reviewed and work is underway to legalize electronic certification: according to the current rules, everything must be done in paper form. The draft law "on technical regulation" includes standards for electronic certificates, declarations and test reports. The document is currently being discussed by the Parliament.
The launch of E-certification is expected next year after the adoption of this Law.
Digitization and improvement of conformity assessment procedures are aimed at eliminating the so-called "gray" certificates.
The Register of the state system of technical regulation with further integration into the General processes of the Eurasian Union is formed on a single platform. In other words, all data on issued certificates of all EAEU countries will be combined in one system. And the buyer of goods or services will be able to check their authenticity.
In the near future, it is planned to launch the issuance of certificates and declarations of compliance with the Kazakh form and the EAEU through the "Single window" system of the Republic of Kazakhstan for export-import operations. The system is managed by the Ministry of Finance.
- In the end, this will give high-quality products to the consumer, - concluded the Minister of trade.
