A testing laboratory in Pavlodar was held administratively liable

The Pavlodar Specialized Interdistrict Court for Administrative Offenses found Tulpar, the Specialized Testing Center for Automotive Equipment, guilty of violating the laws of the Republic of Kazakhstan on accreditation and technical regulation.

During an unscheduled inspection, it was discovered that the organization had issued vehicle design safety certificates (VDCs) for HOWO concrete mixer trucks and a SHIFENG dump truck without conducting the required tests. An inspection of the vehicles revealed the absence of emission control systems (AdBlue injection system, AdBlue pump, and AdBlue injector), which violates the requirements of the Technical Regulations of the Customs Union "On the Safety of Wheeled Vehicles" (TR CU 018/2011).

As a result, the court qualified the actions of Tulpar Specialized Testing Center for Automotive Equipment, LLP, under subparagraph 1) of Part 1 of Article 415-1 of the Code of the Republic of Kazakhstan "On Administrative Offenses" and imposed an administrative penalty in the amount of 503,958 tenge. Additionally, the court suspended the validity of accreditation certificate No. KZ.T.14.E0819 for the licensed activity subtype—product testing for vehicles of categories N2 and N3—for a period of six months.

As a result of the court's decision, Tulpar Specialized Testing Center for Automotive Equipment, LLP, is prohibited from testing vehicles of categories N2 and N3 for six months.
