The Ministry of trade together with public organizations of consumers develop plans

In October this year, under the chairmanship of Vice-Minister of trade and integration of the Republic of Kazakhstan Kairat Torebayev, an online conference was held with representatives of the authorized body and public consumer organizations. The agenda included issues related to building an integrated system of consumer rights protection developed by the government.

The Vice-Minister of Finance noted that today the national system of consumer protection is ineffective and needs to be modernized. Often, the rights and interests of the population remain outside the scope of attention, both from state agencies and the quasi-public sector, as well as public organizations.

On behalf of the government of the Republic of Kazakhstan,

The Ministry of trade and integration has started to develop a corresponding action plan for building a comprehensive system of consumer protection until 2025. "The measures outlined in the draft plan reflect all the conceptual problems that were voiced at the September 22 meeting of the Government in the Mazhilis of the Parliament. In particular, the issue of including public associations of consumers in the public councils of state bodies for joint participation in the development of draft regulatory legal acts for the protection of consumer rights is being resolved. Will be strengthened via the representation of consumer interests in the courts. One of the most important points in improving the system of consumer protection is the consolidation of all public associations into one organization, their independent discussion and adoption of key decisions for the benefit of Kazakhstani citizens," Kairat Kalmukametovich said.

More than 60 participants of the conference vividly discussed the issue of creating the Republican chamber of consumers on the basis of the existing Association of legal entities "Republican Association of consumers of Kazakhstan". Constructive suggestions were made, and views were exchanged on the new model of the unified public institution of consumers. Everyone agreed that the Republican chamber of portebiteley should have a broad, extensive system of representative offices in the regions.

The participants also actively discussed the topic of creating an Ombudsman institution on the basis of public consumer services. It is assumed that the activities of the Ombudsman will be aimed at protecting the rights and legitimate interests of all consumers, as well as performing the functions of speaker on behalf of all public associations and representing their interests in state bodies. The election of the Ombudsman will be carried out by voting from among the members of the "Republican Association of consumers of Kazakhstan".

The conference addressed the issue of improving the legal culture of consumers and consumer literacy. In this regard, it is planned to intensify awareness-raising activities among the population, public associations and businesses of the community, followed by the organization of a course of free online lectures on the tools of the consumer protection system.

According to the results of the online conference, the plan is to conclude a "Memorandum of understanding in the field of consumer protection" between the Ministry and the "Republican Association of consumers of Kazakhstan". In accordance with the agreement, the parties pledged to implement a number of agreements that contribute to the fruitful implementation of the planned activities.

Taking into account the offer from public associations and from Asociation

In General, the implementation of this Plan involves a number of innovations that will increase the system of consumer protection in Kazakhstan to a fundamentally new quality level.

A period of one month is provided for the Adoption of the plan. It must be submitted to the government of the Republic of Kazakhstan by November 1 of this year
