Attended: (Deputy Akim of Almaty A.Abdikadyrov, Chairman of the MIT Trade Committee E. Kazanbayev, residents of the city, experts, representatives of business, the public, the media)

I. MEETING WITH THE POPULATION AND BUSINESS REPRESENTATIVES OF ALMATY
(S.Zhumangarin, A.Abdykadyrov, E.Kazanbayev)

Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan S.M. Zhumangarin informed the participants about the measures taken by the Government of the Republic of Kazakhstan to stabilize prices for socially important food products, to prevent sugar shortages and fixing its selling price at no more than 460 tenge per kg during the year. He informed about the preparation of the draft Concept of Trade Policy and called on the entire business community to participate in its writing. He spoke about the possibilities of obtaining financial support through the Business Roadmap, the development of format A markets.

II. QUESTIONS FROM THE PARTICIPANTS OF THE MEETING:
(S. Zhumangarin, A. Abdikadyrov, E. Kazanbayev)

1) Kazybek Shaikh, President of the National Association of Cooperatives and Other Forms of Economic Communities of the Republic of Kazakhstan: consumer cooperatives are a key tool for providing socially vulnerable populations with food. The proposal is to develop consumer cooperation.
Decided: taken into consideration

2) Representative of the company "Bacchus":
The first question: about raising the cost of excise taxes for goods by 4 times. The business is ready to withstand a twofold increase, but not a 4-fold one.
The second question: JSC "TSTP "QazTrade" should regulate export support mechanisms.

It was entrusted to: JSC "TSRTP "QazTrade" to carry out explanatory work on measures to support exporters.

3) Lukyanenko-Belova Yulia Valeryevna - Creative Director of CRS LLP: the question of the status of the submitted application for reimbursement of part of the export costs. "We participated in the international exhibition last year. We submitted all the documents as soon as we opened the program this year - and still no refund. And today we need to make a payment for the next exhibition. We paid, took the money out of circulation, and again we do not know when we will receive compensation. This greatly hinders participation in such exhibitions. But we come from there with export contracts"

It was entrusted to: JSC "CRTP "QazTrade" to consider the request of the enterprise and provide information on the status of the application for reimbursement of part of the costs.

4) Nurlan Kairshin, co-founder of Big Way KZ LLP, partner of Wildberries, Ozon platforms: the lack of practical possibility of applying tax preferences for e-commerce entities. According to the Tax Code, tax benefits for e-commerce entities have been in effect since January 1, 2018, however, due to overstated requirements, the benefit is not effective (the requirement for 90% of non-cash turnover, the sale of physical goods). It is necessary to revise the mechanism for the implementation of benefits for the payment of CPN and IPN for e-commerce entities, to reduce the threshold of non-cash turnover of the company from 90 to 50% with an annual increase of 5-10%. This will contribute to the growth of the e-commerce market and as e-commerce grows, the shadow economy will lose ground.

It was proposed: Big Way KZ LLP to send its proposals to the Ministry of Trade and Integration for consideration.

5) Maxim A. Baryshev, Chairman of the Regional Council. Director of The Boss Media Group LLP: accompanying invoices for goods stop business development. There is no tracking of goods worldwide. The SNT system does not work quite correctly, its existence cancels 6 other documents. The proposal is to cancel the accompanying invoices for goods for the development of trade and export of Kazakh products, and to use ESF for tracking goods.
Resolved: the issue is within the competence of the SRC of the Ministry of Finance of the Republic of Kazakhstan, taken into account

6) Representative of JSC "GALANZ bottlers" : the company plans to export from this year. We have heard that up to 40% of expenses are returned through JSC "CRTP "QazTrade" , they want to learn more about this support measure.

It was entrusted to: JSC "TSRTP "QazTrade" to carry out information work and explain the compensation tool

7) Alexander Zhuravlev, commercial director of Magnum Cash and Carry: "I heard that the incoming (selling) price of sugar will be at the level of 460 tenge. Does this mean that it will not be cheaper to buy from other countries?"
The second question is: does the change in approaches to the allocation of "working capital" mean the abolition of the SEC scheme or will it develop in a different direction?
Resolved: clarification on these issues was provided by Minister S.M. Zhumangarin.

8) Yerkebulan, Alem Tynysy LLP. The company produces a secondary chemical product ethylene glycol, diethylene glycol, triethylene glycol, propylene glycol from the waste of the oil and gas industry, but there are no national and international standards for these products within the EAEU, it is necessary to develop standards. Question: we produce domestic products, however, the machinery and equipment that are used on the territory of the Republic of Kazakhstan are imported and require ASTM, BASF and other approvals, in this regard, we do not have the opportunity and resources to obtain these international standards of conformity. Another question is that due to the moratorium on checking the markets, a lot of counterfeit auto chemicals products have appeared, there are more than three points of underground production of antifreeze, antifreeze, etc. in Almaty. We ask you to get permission under the conditions of the moratorium to conduct separate inspections for types of counterfeit products.

It is proposed: to carefully review the current standards, enter the market of large petrochemical producers.

Assigned: KTRM MTI RK together with DPE MTI RK to work out the issue of developing and adopting the required standard for products.

9) Marzhan, representative of JSC "Araltuz": the first question: "We have not been able to receive reimbursement from JSC "Kaztrade" for 2 years.
The second issue is the Rules for reimbursement of part of the costs (the Rules for reimbursement of part of the costs of subjects of industrial and innovative activities for the promotion of domestic and goods and services of the manufacturing industry were approved by the order of the Acting Minister of Trade of Integration No. 314-NK dated August 1, 2022.) do not include us as a domestic producer of salt, and now JSC "CRTP "QazTrade" it will not reimburse our costs. We are considered monopolists, but now the state does not support us, but we cannot raise prices, since the reaction of the gas station will immediately follow.

It was instructed: JSC "CRTP "QazTrade" to provide information on the status of the application for reimbursement of part of the costs. DPE MTI RK together with JSC "CRTP "QazTrade" to consider and study the possibility of making changes to the List of priority goods.

10) Representative of Pervomaisky Delicacies LLP: "Not so long ago, we launched products for export, signed a protocol on the export of meat (the protocol is signed between the Ministry of Agriculture and the country of export). We plan to export our products to Saudi Arabia, and by–products to China. The requirements for by-products were not approved."

Assigned: DPE MTI RK together with JSC "CRTP "QazTrade" to facilitate negotiations with authorized bodies on inclusion in the register of suppliers.

IV. PERSONAL RECEPTION OF CITIZENS
(S. Zhumangarin, A. Abdykadyrov, E. Kazanbayev)

1. Zhanar Tukeshovna Kurabayeva, General Director of Tigrokhaud LLP
Question: Modernization of universal trade markets

In accordance with the requirements of the Law of the Republic of Kazakhstan dated 02.01.2021 No. 399-VI, paragraph 2-3 of the Law "On Regulation of Trade Activities" modernization of universal trade markets has been extended for three years, until January 1, 2023.
In order to preserve the specifics of our activities, to preserve trading places for micro and small businesses, we applied to the Ministry of National Economy to include
the point of construction of trading houses over 2000 sq.m. within the framework of the modernization program, markets are included in the list of supported subsidized priority sectors of the economy. Our arguments were heard and the above item was included in the DAMU program, however, in June 2021, this item was excluded from the above list, and therefore, only very expensive loans from 18 percent and above are available to us.
Carrying out modernization with "expensive" unaffordable credit money, without the support of the state, puts us in a very difficult position.
In this regard, we ask you to include in the list of supported industries in the "Lady" Program.
Entrusted to: Akimat of Almaty for further study.

2) INALOV Rizvan, Regional Director of "WHITE WIND KZ" LLP
Question: Compensation for damages following the January events to large businesses
On January 21, 2022, the President of Kazakhstan met with representatives of large domestic businesses, where he gave relevant instructions: to work out the possibility of supporting large businesses affected by the state of emergency.
On June 22 of this year, the Commissioner for the Protection of the Rights of Entrepreneurs of Kazakhstan, R.M. Zhursunov, held a meeting with representatives of large businesses affected by the January events.
As a result, it was proposed to consider the possibility of reducing the amount of CPN payable by a business entity, in proportion to the amounts of damage to be reimbursed caused to this taxpayer during the January pogroms. The corresponding amount of tax can be reduced for payment by the specified method during several tax periods.
