On the activities of the Trade Representative Office of the Republic of Kazakhstan in the Russian Federation for 2020
In accordance with the order of the Minister of trade and integration of the Republic of Kazakhstan dated June 15, 2020 No. 139-N approved work Plan and key performance indicators of the Trade mission of the Republic of Kazakhstan in the Russian Federation for 2020 (hereinafter – the trade mission).
The implementation of the 10 key performance indicators of the Trade Representative Office approved by the above order was as follows:
performed on 100% of 8 indicators:
1) conclusion of at least 10 contracts by Kazakhstani companies at exhibitions, fairs, forums and other events on the territory of Russia, with the assistance of a Trade Representative Office-21 contracts have been concluded;
2) holding at least 10 of the negotiations of the state bodies of the Republic of Kazakhstan (hereinafter – RK) and quasi-public companies sector in the Russian Federation (hereinafter – the Russian Federation) in order to promote trade and economic cooperation held 18 events;
3) holding at least 15 negotiations of private companies in the Russian Federation in order to promote the establishment of trade and economic cooperation-15 events were held;
4) holding at least 100 negotiations on trade and economic issues with public and private organizations of the Russian Federation and foreign countries in order to promote Kazakhstan's goods and services to the Russian market – in accordance with the report on the implementation of the Work Plan of the Trade Representative Office for 2020, more than 100 negotiations were held (letter No. 350 of January 22, 2021);
5) attracting at least 25 Kazakhstani exporters to participate in exhibitions, fairs, forums and other events on the territory of the Russian Federation – 33 Kazakhstani companies were involved in participation;
6) providing at least 25 Kazakhstani exporters with information on potential buyers of the Russian Federation – more than 70 companies were provided with information;
7) assistance in holding 2 conferences, 1 business breakfast, 1 fair on the territory of the Russian Federation and attracting Kazakhstani participants in foreign trade activities - with the assistance of a Trade Representative Office:
- together with the Embassy of the Republic of Kazakhstan in the Russian Federation, a practical online conference was held on the topic: "Trade and economic relations between the Republic of Kazakhstan and the Russian Federation both on a bilateral basis and within the framework of the EAEU in the context of the CVI pandemic and in the post-crisis period: risks, challenges and opportunities" (April 30, 2020); together with Delovaya Rossiya LLC, an online conference "Economic cooperation between Russia and Kazakhstan in 2021: Promising Growth Points" was organized and held (December 14, 2020);
- a business breakfast was held between 15 export companies of the Republic of Kazakhstan and 5 wholesale and retail companies of the Republic of Bashkortostan in an online format (December 9, 2020);
- as part of the celebration of the 81st Birthday of the Exhibition of Achievements of the National Economy, the company organized and held a trade fair and cultural and entertainment event in front of the Kazakhstan pavilion to promote Kazakhstan products (August 1-2, 2020);
- together with Delovaya Rossiya LLC, a webinar "Doing business with Kazakhstan during and after the pandemic: Opportunities and Limitations" was organized with the participation of more than 120 representatives of government agencies and businesses in Russia and Kazakhstan (June 9, 2020);
- together with the Moscow Chamber of Commerce and Industry, an online meeting was organized and held on the topic: "On the prospects for the development of trade and economic relations between enterprises of the Republic of Kazakhstan and Moscow, regions of the Russian Federation" (November 20, 2020). As a result, the need for Kazakh products was identified, and a list was formed for further delivery to the Russian Federation;
8) preparation of at least 8 information and analytical materials on the state of development of the Russian economy, posted on the website of the Trade Representative Office-10 reports were prepared and posted;
not executed – 2 indicators:
an increase in exports by 5 % compared to 2019 for Kazakh companies that signed contracts at exhibitions, fairs, forums and other events in Russia, with the assistance of a Trade Representative Office, by 3% compared to 2019 – at the moment, statistics for 2020 have not been formed. According to available data for 9 months of 2020, the growth was 101.6 %;
the increase in the volume of tax deductions from Kazakhstani companies that have signed contracts at exhibitions, fairs, forums and other events in Russia, with the assistance of a Trade Representative Office, has not been fulfilled. According to the Trade Representative, the participants of the transaction do not disclose the amount of the contract, referring to trade secrets.
The performance of the key performance indicators of the Trade Representative Office was 80%.
The final assessment will be carried out after the publication of statistics for 2020.
