MNP SERVICE WILL BE LAUNCHED IN KAZAKHSTAN ON JANUARY 1 OF 2016

The corresponding standard assigned in draft project «On application of amendments to the several legislative acts of the Republic of Kazakhstan on the questions of informatization» approved today on the second reading of Mazhilis of the Parliament of RK.

Customers numbers transfer service (MNP) will allow customers to choose individually mobile network operator, saving however the telephone number. It is expecting that innovation will contribute to strengthening of operators competitive battle for existing subscribers, subscribers refuse from the additional SIM-card and decrease of mobile services cost. Today Communication, Informatization and Information Committee of MID RK created a central data base of subscribers’ numbers (CDBSN), and mobile operators carried out modernization and testing their network.

Special mention in the document is made to increase control of communication service provision from the side of authorized body. Thus, the responsibility of mobile operators is defined for non-observance of indicated parameters of communication quality, for the service of subscriber numbers without making an agreement of service provision, for the failure to perform obligations on provision of subscriber numbers transfer in mobile communication networks and provision of inhabited areas and territories indicated in permits to use a radio frequency spectrum with communication services and etc.

Moreover, draft project «On informatization» the questions of informational security, measure on information and personal data of Kazakhstan citizens safety were regulated. Thus, for the first time ever the concept «critical objects of information-communicational infrastructure». It defines more important objects of informatization, disturbance or extinction the functioning of which lead to emergencies of social and (or)technical character or to significant negative consequences for defense, security, international relations, economics, separate spheres of farm business, country infrastructure or population lives.

Furthermore, common standards and informational safety provision in the sphere of ICT were created to which have to correspond all state electronic informational resources and systems, as well as critically important objects of informational-communicational infrastructure.

At the present time draft project is directed to Senate of the Parliament of RK for consideration.
