Agreement ratification between governments of SCO countries on creation of favorable conditions for international transportation will allow Kazakhstan to get an access to the open sea and increase cargo transit volume by auto transport up to 3 mln.tones on the territory of the country starting from 2020. It was informed by Asset Isekeshev, Minister of Investment and Development of RK during consideration of corresponding legislation in Mazhilis. According to him, adoption of law will increase numbers of trips of Kazakhstan transporters in direction East China West Europe (up to 100 mln.dollars), and due to automobile roads fee and transit drive way increase by territory of the Republic of Kazakhstan will be provided an additional budget revenues of the country.
Agreement prescribed execution of cargo automobile transportation by approved routes between SCO countries on the basis of quota authorization system. The document defined 6 traffic routes, 4 of which passed by the territory of Kazakhstan.
International transportation will be carried out by the following traffic routes and through the following crossing points and state borders:
1) Barnaul-Veseloyarsk (Russia)/Auyl (Kazakhstan)- Semey- Bakhty (Kazakhstan)- Bakhtu (China)- Tachen-Kuitun’-Urumchi.
2) St. Petersburg-Orenburg-Sagarchin (RF)/Zhaisan (RK)-Aktobe- Kyzylorda-Shymkent-Taraz-Almaty-Korgos (RK)/Khorgos (PRC)Urumchi- Lianyungang.
3) Urumchi Kashgar-Karasu (PRC) /Kulma (Republic of Tajikistan) Murgab-Khorog-Dushanbe (Vakhdat)
4) Urumchi-Khorgos (PRC) Almaty Taraz Shymkent-Konysbayeva (RK) Yallama (Republic of Uzbekistan) - Chinaz.
5) Kant DSA «Ak-Tilek» (Kyrgyz Republic)/Karasu(RK) Taraz Shymkent Kyzylorda Aktobe-Zhaisan (RK)/Sagarchin (RF) Orenburg St. Petersburg.
6) At-Bashy (Kyrgyz Republic)/Turugart (PRC) Kashgar –Urumchi Lianyungang.
Furthermore, the terms of opening for each of the traffic routes was derermined no later of 2020.
«After agreement will put into force transporters of SCO countries will get an opportunity to carry out an activity by approved traffic routes, including from East part of China, particularly from Lianyungang port to the West of Europe. The Kazakhstan business has launched a terminal center of cargo formation, which will provide stocking of Kazakhstan transporters in the East part of China», - noted Asset Isekeshev.
