THE LAW OF THE REPUBLIC OF KAZAKHSTAN “ON STANDARDIZATION” ENTERED INTO FORCE ON 11TH OF APRIL, 2019

This is a historical moment for standardization of Kazakhstan, which brought it closer to the internationally recognized model, according to which national standards are adopted on the basis of consensus of the interests of the government, consumer and business through public discussion.

The Law ‘On standardization’ radically changes the key approaches to the formation of the State Standardization Plan. New requirements on the standards’ relevance that are necessary for the domestic industry were introduced. The demand of standards, which is identified through analysis and systematization, will allow excluding excessive requirements and determining the possibility of establishing technical requirements in the national standards. In turn, the monitoring of the application of national standards will ensure their constant updating in order to improve the quality of products. Thus, with the introduction of this Law, Kazakhstan will provide the society with relevant and necessary standards.

Hereinafter, a distinctive role in the process of standards development has been assigned to the technical committees (TC) of standardization. TC is defined as an advisory body, the range of experts who are competent in a particular industry. The new approach is supposed to involve the participation of all stakeholders, from the manufacturer and the public authority to the final customer of the product or service. Previously existing technical committees have been transformed into forums of technical experts’ discussion, where experts will have to agree on all key positions of the developed standard, otherwise it will not be accepted.

Due to the fact that Kazakhstan Institute of standardization and certification has been assigned as a National standardization body, the Institute faces new challenges – to become an effective operator in terms of standardization, and analytical, methodological centre of standardization. National standardization body aims to operate as a focal point for all standardization processes and to facilitate the creation of conditions for the adoption of standards based on consensus of all stakeholders.

The Law "On standardization", which has entered into force, will improve the quality in all aspects, the quality of documents, products, services and, accordingly, the standard of living in Kazakhstan.

It should be reminded that the Law ‘On standardization’ was signed on the 5th of October, 2018, by the First President of Kazakhstan – Nursultan Nazarbayev.
