In accordance with subparagraph 3) of paragraph 2 of Article 41 of the Law of the Republic of Kazakhstan "On Technical Regulation", the Committee of Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan (Committee) received an appeal from the Kazakhstan Association of Conformity Assessment Bodies on the identification of 12 declarations of compliance with the technical regulations of the EAEU in respect of foreign-made electrical household appliances registered for import and sale of products based on test reports, issued by Russian laboratories that are not accredited (have not received the right to this activity) and are not included in the Unified Register of Testing Laboratories of the EAEU. These declarations are registered by JSC “Technodom Operator", Almaty.
As a result of these violations, Kazakhstan allowed the import and sale of goods on the market that are potentially dangerous (not tested by competent laboratories) and may entail risks to the life and health of citizens of the country (fire safety risks, electric shock, short circuit, fire, etc.).
According to the results of the analysis, by the order of the Committee, the effect of declarations in Kazakhstan was canceled and measures were taken to inform the EAEU countries about the actions of the laboratories of the partner countries. Letters have been sent to the customs control authorities to prevent the further import of such goods and to the chain stores about the inadmissibility of its sale.
In addition, on February 2 of this year, a protocol was drawn up against Technodom Operator JSC, the seller of equipment with violations agreed and undertook to eliminate them as soon as possible. A shtra has been imposed on him. It is proposed to take measures to eliminate violations and the causes of their occurrence (meaning, stop selling such goods or pass all tests).
"The policy of "zero tolerance" for the so-called "gray certificates" is an unconditional principle of our work, since such violations undermine the trust of both bona fide manufacturers and society and can cause serious damage to the life and health of citizens," said the Chairman of the Committee Arman Abenov.
