On January 1, 2022, the technical Regulation of the Eurasian Economic Union "On the Safety of Natural Fuel Gas Prepared for Transportation and (or) Use" (TP EAEU 046/2018), adopted in 2018, came into force. It applies to natural combustible gas prepared by:
1) for transportation via trunk pipelines;
2) for use as raw materials and (or) fuel for industrial and municipal purposes;
3) for use as fuel, including for internal combustion engines, including liquefied.
The technical regulations do not apply to products supplied under the state defense order and stored in organizations that ensure the safety of the state reserve, to products exported outside the customs territory of the Union.
The Technical Regulations establish requirements for products in order to protect human life and health, property, environment, life and (or) health of animals and plants, prevent actions misleading consumers (users), as well as ensure energy efficiency and resource conservation.
It establishes such requirements for gas as the mass concentration of hydrogen sulfide, mercaptan sulfur, total sulfur, molar fraction of oxygen, carbon dioxide, volumetric heat of combustion, density, dew point temperature for water and hydrocarbons, mass concentration of mechanical impurities, odor intensity (for industrial and municipal gas).
Before the products are put into circulation, the conformity assessment of the products is carried out in the form of a declaration of conformity by the applicant, which may be a legal entity or an individual registered in accordance with the legislation of a Member State on its territory as an individual entrepreneur, who is a manufacturer or seller or a person authorized by the manufacturer. To confirm the conformity of products, it is necessary to have product test reports for compliance with the specified requirements.
According to the Resolution of the Government of the Republic of Kazakhstan dated October 8, 2021 No. 718 ("On the definition of authorized bodies exercising state control and supervision over compliance with the requirements of the relevant technical regulations defined by the Government of the Republic of Kazakhstan at the stages of the product life cycle"), the authorized body for compliance with the requirements of TR CU 013/2011, TR EAEU 036/2016 and TR EAEU 046/2018 at the implementation stage (including transportation of their storage) has determined the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan (KTRM MTI RK).
Important: The technical regulations are aimed at ensuring the safety of gas, not misleading consumers about the properties and characteristics of the goods, not aimed at increasing gas prices and does not apply to liquefied petroleum gas.
