Information on the development plan of the EAEU TR and amendments thereto

On April 23, 2021, at a meeting of the Council of the Eurasian Economic Commission, a new Plan for the development of technical regulations of the Eurasian Economic Union and making changes to them, taking into account the large number of changes being made, was approved.
1. This plan provides for the development of 11 draft technical regulations, where Kazakhstan is assigned the development of one technical regulation "On the safety of feed and feed additives" (4th quarter of 2022, Ministry of Agriculture of the Republic of Kazakhstan).
2. It provides for the development of 42 draft amendments to technical regulations, the following projects are assigned to Kazakhstan:
- draft amendments No. 2 to TR CU 029/2012 "Safety requirements for food additives, flavorings and technological aids" (2nd quarter of 2021, Ministry of Health of the Republic of Kazakhstan);
- draft amendments No. 2 to TR CU 034/2013 "On the safety of meat and meat products" (2nd quarter of 2022, Ministry of Agriculture of the Republic of Kazakhstan).
Also, at the suggestion of Kazakhstan, in order to eliminate excessive requirements and ensure the unhindered movement of construction products (materials and products) on the territory of the Union, the Plan included the development of a divided technical regulation: the EAEU TR "On the safety of construction materials and products" and the EAEU TR "On the Safety of Buildings and Structures" (the responsible developer is the Russian Federation).
In the new version of the plan compared to the previous version:
- the TR of the Union "Requirements for coals and products of their processing" and amendments No. 2 to TR CU 008/2011 "On the safety of toys"are excluded;
- the joint TR of the Union "On the safety of products intended for civil defense and protection of the population in emergency situations of a natural and man-made nature"is being developed;
- the deadline for submitting decisions to the EEC based on the results of the HCV draft TR of the Union "On the safety of materials in contact with food products"is being adjusted;
- supplemented by paragraphs on the development of amendments No. 1 in the EAEU TR 037/2016 "On limiting the use of hazardous substances in electrical and radio electronics products" and amendments No. 1 in TR CU 025/2012 "On the safety of furniture products", as well as the development of Technical Regulations for nicotine-containing products.
