THE 12TH MEETING OF THE ACCREDITATION COUNCIL

Mangilik El 11, chaired by Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Investment and Development of the Republic of Kazakhstan Dugalov  G.T., the XIIth meeting of the Accreditation Council was held.

The meeting was attended by representatives of the Consumer Rights Protection Committee of the Ministry of National Economy of the Republic of Kazakhstan, the National Chamber of Entrepreneurs and the Chamber of Industry of the Republic of Kazakhstan, the Public Association of Consumers «Adilet», Associations of Accreditation Entities of the UAS «KAOS» and OYL «Kaustrim», and representatives of related organizations RSE «Kazakhstan Institute of Metrology».

During the meeting, the report on the implementation of the minutes of the 11th meeting was heard Accreditation Council on October 28, 2016, as well as information from the National Accreditation Center on the preparation of proposals for amending and supplementing the Law of the Republic of Kazakhstan «On accreditation in the field of conformity assessment». The introduction of amendments and additions to the Legislation was initiated by the Accreditation Body in connection with the development of new areas of accreditation, as well as on the basis of proposals from the business community regarding the specification of certain standards related to the accreditation process.

In addition, the meeting discussed issues on the development of the currently relevant new areas of accreditation: the accreditation of bodies for validation and verification of greenhouse gases, as well as bodies for assessing organic production and products.

The norms of the Law of the Republic of Kazakhstan «On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Environmental Issues» dated April 8, 2016 No. 491-V, the state service for the accreditation of independent organizations that perform verification, validation and confirmation of the report on the inventory of greenhouse gases, Is excluded from the competence of the Ministry of Energy of the RK and transferred to the National Accreditation Body.

The need for the development of the agricultural sector, in particular, the production of export products - organic food was noted in the message of the Head of State to the people of Kazakhstan. In turn, in order to promote the export of organic products, the National Accreditation Center considers it necessary to accredit bodies for the evaluation of limited products in accordance with international requirements.

Following the meeting, the members of the Accreditation Council recommended that the National Accreditation Center continue work on the introduction of new areas of accreditation, taking into account activities related to the training of personnel necessary for verification, validation (validation) and confirmation of the greenhouse gas inventory report, аnd products.
