DISCUSSION OF CHANGES IN THE TECHNICAL REGULATIONS «ON THE SAFETY OF MILK AND DAIRY PRODUCTS»

On March 14, 2017, the DCTFM in Almaty together with the Southern branch of the RSE "KazInSt" and the Ulysses Union "Dairy Union of Kazakhstan" held a round table to discuss the change No. 2 to TR TC 033/2013 "On the safety of milk and dairy products". The event was attended by managers and specialists of milk producers of dairy products (Raimbek Agro LLP, Danone Berkut LLP, Foodmaster LLP, Molochny Zavod Solnechny LLP, Adal LLP), state enterprises, technical standards committees, the Forum Entrepreneurs of Kazakhstan.

 Representatives of the Dairy Union of Dairy Kazakhstan and the Business Forums of Kazakhstan were given a detailed analysis of the changes that were introduced, which mainly concerned new and adjustments in terms of the terms and labeling of milk products with a substitute for milk fat in TR 03.03/2013.

The discussion lasted several hours and all participants were unanimous in the opinion that the changes introduced did not improve the existing dairy market, but significantly reduced it, introducing, at the same time, misleading not only consumers but also dairy producers, who themselves hardly understand, That is behind them. As it turned out, the changes introduced substantially contradict the terminology of the international standard CODEX STAN 206-1999 of the Codex Alimentarius Commission; although the explanatory note states that the introduced amendment corresponds to the specified standard of the Alimentarius Commission. Misleading consumers are also introduced changes in the labeling of products.

After the discussion, the participants were asked to revise the norms of the draft amendment, after which consolidated comments and proposals, drawn up in accordance with the established format, be submitted by April 1, 2017 .
