- General terms
- The Department of Metrology and State Services (hereinafter referred to as the Department) is a subdivision of the Technical Regulation and Metrology Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan (hereinafter referred to as the Committee).
- The structural subdivision is guided in its activities by the Constitution of the Republic of Kazakhstan, laws, acts of the President and the Government of the Republic of Kazakhstan, other normative legal acts, as well as by this Regulation.
- The structure, staffing of the structural unit is approved by the authorized official of the State body in accordance with the statutory procedure of the Republic of Kazakhstan.
- The Department comprises the following officials, according to the staffing table:
Head of Department - 1 unit;
Chief Expert - 2 units;
Expert - 1 unit.
- Main objectives, functions, rights and responsibilities of the Department
- Objective: To implement the State policy on the unity of measurements in the Republic of Kazakhstan.
Function:
- to participate in the formation of the State system of ensuring the unity of measurements;
- to develop, in conjunction with State bodies, programmes for the development of the State system for ensuring the unity of measurements and to coordinate their implementation within the limits of its competence;
- to coordinate the activities of the metrology service of the Republic of Kazakhstan;
- to coordinate the work of the Scientific and Technical Commission on Metrology;
- to develop and harmonize, within its competence, normative legal acts in the field of uniformity of measurements;
- ensures the organization of intercomparison tests (intercomparison);
- to send State Standards of Units of Values for approval;
- to develop the rules for the creation, approval, storage, application and comparison of State standards of units of values and standards of units of values, and to improve the reference base of units of quantities of the Republic of Kazakhstan;
- to establish the classification of State standards of units of values used in the territory of the Republic of Kazakhstan;
- to define general metrological requirements for measuring means, methods and results, methods of verification of measuring means;
- to develop and approve rules for the certification and re-certification of technical experts in the field of ensuring the unity of measurements and their verifiers, as well as their qualifications;
- to develop and organize training and retraining in the field of measurement unity;
- to establish procedures for the manufacture, storage and use of verification stamps;
- to participate in the organization of the work on the implementation of the budget programme 061 «Services in the field of technical regulation and metrology» for 2019 on the activities in the field of ensuring the unity of measurements within the competence of the Department.
- Objective: To provide State services and issue authorization documents in the field of technical regulation, conformity assessment and measurement unity in the Republic of Kazakhstan.
Functions:
- to participate in the formulation of State policy on the provision of public services and the issuance of authorizations;
- to monitor State services and authorization documents;
- to develop specifications of technical requirements for software Information system «State database «E-licensing», in the field of automation of state services;
- to report on public services rendered and permit procedure;
- to organize the work of the Commissions on the Provision of Public Services and the Issuance of Permits;
- to issue a license for the manufacture of the State flag of the Republic of Kazakhstan and the State emblem of the Republic of Kazakhstan;
- to issue the certificate of the expert auditor on conformity, determination of the country of origin of the goods, status of the goods of the Eurasian Economic Union or foreign goods;
- to issue a type approval certificate for measuring devices;
- to issue a certificate of application for a standard foreign issue;
- to approve the State standard;
- to register in the register of the State measurement system of the Republic of Kazakhstan the measurement methodology developed and certified in the countries of the Commonwealth of Independent States;
- to issue a type approval certificate for measuring devices;
- to harmonize normative documents on the implementation of the activities of metrological services of State administration bodies, natural and legal persons;
- to develop and organize work on the adoption of normative legal acts within the competence of the Department;
- to advise and provide guidance to recipients on the provision of public services.
- Objective: Other issues within the competence of the Department.
- to prepare information, proposals and briefs for the Committee’s management on matters within the competence of the Department;
- to participate in the organization of seminars, meetings, as well as the training, education and development of specialists;
- to interact with natural and legal persons in matters within the competence of the Department;
- to participate in the development of the Committee’s current and future work plans;
- to participate in the formulation of proposals for the training and development of specialists in the areas of competence of the Department;
- to participate in the drafting of legal acts and regulations and in the drafting of proposals for legislation on matters within the competence of the Department.
- Rights and obligations:
To carry out its objectives and functions, the Department shall have the authority, in consultation with the management of the Committee:
- to involve specialists of State bodies, Committee Departments, subordinate organizations and economic entities;
- to cooperate with central executive bodies, public organizations and other economic entities, as well as the mass media, on matters falling within the competence of the Department;
- within the competence of the Department to monitor the implementation of legal acts of individual application of the Committee;
- to request from the units of the Committee of subordinate organizations high-quality materials and documents necessary for the performance of the functions assigned to the Department;
- to make proposals to the management of the Committee for the Improvement of the Work of the Department and Professionalization of its Staff;
- to represent the interests of the Committee in State bodies and institutions, as well as in other economic entities of all forms of ownership;
- to exercise other rights necessary for the implementation of its tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other normative legal acts of the Republic of Kazakhstan.
- Organization of the work of the Department
- The Department has the powers necessary to carry out its main tasks and functions in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other normative legal acts of the Republic of Kazakhstan.
- The Department of the Committee is headed by a head appointed to a post and dismissed in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
- The Head of the Department provides general management of the Department and is responsible for the implementation of its tasks.
- Responsibility for the quality and timely performance of tasks and functions assigned to the employee of the Department, instructions is borne directly by the executor.
- Documents sent on behalf of the Department to other entities on matters falling within the competence of the Department are signed by the head of the entity or, if not available, by the person in charge.
