Conformity assessment and accreditation departments
Committee of technical regulation and Metrology
of the Ministry of trade and integration of the Republic of Kazakhstan
Head of Department - 1 unit;
Chief expert - 3 units;
Expert – 2 units.
Functions:
1) participates in the formation of the state system of conformity assessment and accreditation;
2) develop and coordinate, within its competence, regulatory legal acts in the field of conformity assessment;
3) develop together with state bodies programs for the development of the state system in the field of conformity assessment and coordinate their implementation within the competence;
4) organize the preparation of materials for meetings of the Eurasian economic Union on conformity assessment issues;
5) organizes the work of The scientific and technical Commission for conformity assessment;
6) establish the forms of the certificate of conformity, Declaration of conformity and organize their production;
7) develops rules for confirming compliance;
8) prepares information, proposals, references and other materials for the management of the Committee on issues within the competence of the Department;
9) considers appeals from state bodies and business entities, individuals and legal entities in the supervised area;
10) participates in the organization of seminars, meetings, as well as training, training and professional development of specialists on issues within the competence of the Department;
11) Coordinates the work of the Technical Secretariat to verify the correctness and validity of registration of vehicle type approval, chassis type approval is carried out for the purpose of approval and registration of vehicle type approval, chassis type approval;
Functions:
1) organize the preparation of materials of sub-Committees under The Advisory Committee on accreditation;
2) develop the rules of the competition for the selection of the accreditation body and the qualification requirements for the accreditation body;
3) participates in the organization of a competition to select an accreditation body;
4) organize the preparation of materials for meetings of the accreditation Council of the Eurasian economic Union and the Interstate accreditation Council;
5) organize the preparation of materials for meetings of the accreditation Council of the Eurasian economic Union and the Interstate Council on accreditation and conformity assessment;
6) review draft agreements and memoranda with international, regional organizations and national bodies on conformity assessment and accreditation;
7) represent the Republic of Kazakhstan on behalf of and on behalf of the Committee in international and regional organizations for conformity assessment and accreditation;
8) within the competence of the Department, organizes and ensures the participation of interested state bodies and organizations of the Republic of Kazakhstan in industry meetings, expert subgroups, working groups, including participation in them;
9) performs other functions assigned to The management by the head of the Committee within the competence of the Department.
Functions:
1) prepare information, proposals, and references for the management of the Committee on issues within the competence of the Department;
2) participates in the organization of seminars, meetings, as well as training, training and professional development of specialists;
3) interacts with individuals and legal entities on issues within the competence of the Department;
4) advises and provides methodological assistance on issues within the competence of the Department.
5) participates in the development of draft legal acts and normative legal acts and the development of proposals for legislation on issues within the competence of the Department.
in order to perform the assigned tasks and functions, the Department has the right to, in agreement with the management of the Committee:
1) involve specialists of state bodies, departments of the Committee, subordinate organizations and business entities;
2) interact with Central Executive bodies, public organizations and other economic entities, as well as the mass media on issues within the competence of the Department;
3) within the competence of the Department to monitor the implementation of legal acts of individual application of the Committee;
4) request from the structural divisions of the Committee of subordinate organizations high-quality materials and documents necessary for the implementation of the functions assigned to the Department;
5) make suggestions to the management of the Committee on improving the work of the Department, improving the professional level of its employees;
6) represent the interests of the Committee in state bodies and institutions, as well as in other economic entities of all forms of ownership;
7) make suggestions for improving legislation;
8) take part in conducting inspections in the territorial divisions of the Committee on issues within the competence of the Department;
9) participate in the organization of work on economic planning, justification of budget allocations within the competence of the Department;
10) represent the Committee in state bodies, public organizations, as well as international and regional organizations on issues within the competence of the Department;
11) exercise other rights necessary for the implementation of its tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other legislative acts of the Republic of Kazakhstan.
