Artificial intelligence has been introduced into the work of conscription commissions in Kazakhstan.
New digital solutions help recommend the most appropriate assignment of conscripts to the respective services and branches of the Armed Forces, while also increasing the efficiency and effectiveness of local military administration authorities. In the Year of Digitalization and Artificial Intelligence, the Ministry of Defense of Kazakhstan is consistently introducing advanced technologies into the activities of local military administration authorities (LMAAs).
Given their public significance and the wide range of functions they perform, LMAAs effectively serve as a kind of “reception office” of the Ministry of Defense, ensuring direct interaction between the defense authority and citizens. Since the beginning of the current year, electronic recording of the protocols of meetings of conscription commissions at all levels has been introduced across the country.
The digital format provides for remote access to documents for prompt monitoring and verification of the legality of decisions made. Artificial intelligence is used in preparing digital protocols of district and regional conscription commissions. Based on the conscript’s anthropometric data and level of education, the system generates recommendations on the most appropriate assignment for military service in the relevant services and branches of the Armed Forces. This tool is available to conscription commissions at all levels and helps improve the objectivity and effectiveness of conscript assignment.
At the same time, the final decision on conscription and assignment is made by the conscription commission in accordance with the procedure established by law. Another significant result of digitalization has been the transition to an electronic format for the procedure of exempting citizens from compulsory military service due to their health condition. Automation has reduced the time required to complete the necessary procedures and increased the efficiency of decision-making. In addition, the process of exempting citizens called up for compulsory military service from the payment of contributions to compulsory social health insurance for the entire period of their military service has been automated.
Previously, the relevant information was entered manually into the “e-Saqtandyru” digital system. The introduction of digital technologies and artificial intelligence makes it possible to reduce labour costs, simplify administrative procedures and improve the efficiency of local military administration authorities. Electronic tools also create opportunities for systematic monitoring and control of the conscription process at all its stages, ensuring greater transparency of procedures and increasing the effectiveness of decisions made.
At the same time, automation does not eliminate the requirement for conscripts to appear in person at assembly points. In accordance with the legislation, a decision on conscription for compulsory military service is made exclusively by the conscription commission based on the results of a medical examination, which cannot be conducted online.
