The initiation of procedures for the implementation of the primary dealer system starting from September 1, 2024

The Ministry of Finance of the Republic of Kazakhstan announces the initiation of procedures for the implementation of the primary dealer system in the government securities market starting from September 1 of this year. These procedures will include the identification of primary dealers, the format of the system's functioning, and the development of necessary documents.

The primary dealer system plays a key role in ensuring the stability and efficiency of the government securities market. The responsibilities of primary dealers encompass a wide range of activities, from active participation in primary auctions for the sale of government securities to maintaining liquidity in the secondary market.

One of the most important objectives is to create a sustainable foundation for financing the republican budget by enabling investors to freely buy and sell government securities, as well as increasing transparency and liquidity in the secondary market.

Additionally, the implementation of the primary dealer system will significantly accelerate the development of the domestic government securities market, creating a more dynamic and liquid trading environment. These measures will help strengthen investor confidence and lead to the sustainable growth and development of the domestic government securities market.
