The Ministry of Finance of the Republic of Kazakhstan has developed a draft order of the Minister of Finance of the Republic of Kazakhstan «On Amendments to the Order of the Minister of Finance of the Republic of Kazakhstan dated December 4, 2014 № 540 «On Approval of the Rules for Budget Execution and its cash services».

This project has been developed:

  1. as part of the implementation of paragraph 13 of the Decree of the President of the Republic of Kazakhstan «On measures to de-bureaucratize the activities of the State apparatus», as well as in accordance with the Order of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated June 26, 2015 № 727 «On approval of the Rules for issuing, storing, revoking registration certificates and confirming the ownership and validity of the public key of electronic digital signature by the root certification authority of the Republic of Kazakhstan, the certification center of state bodies and the national certification center of the Republic of Kazakhstan», according to which the agreement or an additional agreement on the use of an electronic digital signature between the Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan and the client on paper is excluded from April 30, 2024;
  2. as part of the implementation of subparagraph 11-1) of Article 1 of the Law of the Republic of Kazakhstan «On Grain» and the Decree of the Government of the Republic of Kazakhstan dated December 30, 2020 № 945 «On approval of the Development Plan of the National Company Food Contract Corporation for 2021-2030», according to which, in order to ensure food security, the functions of The grain market operator is assigned to JSC National Company Food Contract Corporation.
