to the draft Order of the Deputy Prime Minister - Minister of Finance of the Republic of Kazakhstan On Amendments to the Order of the Minister of Finance of the Republic of Kazakhstan dated March 30, 2015 No. 236 "On Approval of the Rules for the Development and execution of the State Task"
(hereinafter – the draft)
The project was developed in the implementation of the draft Law of the Republic of Kazakhstan «On amendments and additions to some legislative acts of the Republic of Kazakhstan on the implementation of certain instructions of the Head of State» (hereinafter – the draft Law).
The draft Law provides for an amendment to the Budget Code of the Republic of Kazakhstan regarding the addition of the words «in the field of sustainable economic development, including strategic, economic state planning and development» of subparagraph 14) of paragraph 4-1 of Article 41.
At the same time, according to Article 25 of the Law of the Republic of Kazakhstan "On Legal Acts", if necessary, references to structural elements of regulatory legal acts of higher levels can be provided in regulatory legal acts, as well as certain legal norms from regulatory legal acts of a higher level with reference to such acts can be reproduced.
References in the structural elements of a normative legal act to its other structural elements are allowed only in cases where it is necessary to show the mutual connection of the norms of law or to avoid repetition.
In this connection, in order to avoid repetition, it is proposed to cite a reference to paragraph 4-1 of Article 41 of the Budget Code.
