«On Approval of the Rules for the development of local budget projects»

 

The draft order of the Deputy Prime Minister-Minister of Finance of the Republic of Kazakhstan «On amendments to the Order of the Minister of Finance of the Republic of Kazakhstan dated October 31, 2014 № 470 «On approval of the Rules for the development of local budget projects» was developed in order to eliminate the comments of the Administration of the President of the Republic of Kazakhstan dated July 15, 2022 No. 7924 PUB-4 regarding the distribution of the budget people's participation in the budgets of cities of regional significance, expansion of directions by social, environmental, economic projects (currently, the budget of people's participation is limited to projects of improvement and housing and communal services), in terms of increasing the amount of expenditures directed to the implementation of project proposals of residents, according to the current rules for districts in the city of republican significance, the capital, the volume of the budget of people's participation is set - not less than 5% of the annual volume of expenditures for functional group 07 «Housing and communal services», for a city of regional significance or a district in a city of regional significance not less than 10%, in terms of developing a decision-making mechanism based on regular analysis of project implementation in order to eliminate the risk of duplication of projects, as well as in the implementation of paragraph 15 of the National the action plan for the implementation of the Address of the Head of State to the People of Kazakhstan dated September 1, 2022 «A just state. One nation. A prosperous Society» approved by the Decree of the President of the Republic of Kazakhstan dated September 13, 2022 № 1008 in terms of scaling up the practice of the «people's participation budget» to cities of district significance and villages.
