to the draft Order of the Minister of Finance of the Republic of Kazakhstan «On Amendments and additions to the Order of the Minister of Finance of the Republic of Kazakhstan dated December 2, 2016 No. 630 «On approval of the Rules for Drawing up and Submitting Budget Reports by state Institutions, Administrators of Budget Programs, Authorized bodies for Budget Execution and offices of akims of cities of district Significance, Villages, Settlements, Rural Districts»

 

The Ministry of Finance has developed a Draft Order of the Minister of Finance of the Republic of Kazakhstan «On Amendments and additions to the Order of the Minister of Finance of the Republic of Kazakhstan dated December 2, 2016 No. 630 «On approval of the Rules for Drawing up and Submitting Budget Reports by state Institutions, Administrators of Budget Programs, Authorized bodies for Budget Execution and offices of akims of cities of district Significance, Villages, Settlements, Rural Districts» developed for the implementation of subparagraphs 4, 6, 63) of Paragraph 2 of the law of the Republic of Kazakhstan dated December 31, 2021 No. 100 «On amendments and additions to some legislative acts of the Republic of Kazakhstan on public administration, improvement of the collateral policy of second-tier banks, regulation of appraisal activities and enforcement proceedings» regarding the addition of paragraph 3 of Article 6 of the Budget Code with the words «receipts and expenditures of the State Social Insurance Fund, receipts and expenditures of the Social Health Insurance Fund» additions to the budget structure with a new section «Non-oil budget deficit (surplus)» (subparagraph 5-1) of Article 13 of the Budget Code) and exceptions from Article 124 of the Budget Code reports on accounts payable and receivables.

The project provides for amendments and additions to the paragraphs 8, 11, 20, 48, 53-1, 54, 57, 65, 77, 79, 80, 94, 95, 104-2, 105 and to Appendices 1, 2, 9-1, 9-2, 10, 11, 12, 13-1, 15, 21, 22 and 23. As well as exceptions to Chapter 4 and appendices 18, 19 and 20.
