Today, the Central Communications Service under the President of the Republic of Kazakhstan held a briefing with the participation of Vice Minister of Finance of the Republic of Kazakhstan Dauren Temirbekov on the topic "Financing of private schools: standards of transparency, control and public supervision."
According to the vice minister, the development of a network of private schools has significantly reduced the shortage of student places and reduced the burden on public schools. At the same time, the rapid growth of the sector revealed the shortcomings of the previous financing mechanism, which required a revision of approaches to the distribution of budgetary funds and increased control.
Dauren Temirbekov noted that the Ministry of Finance, together with interested government agencies, has introduced a new digital financing mechanism based on the Bilimge, OrtaBilim and e-Qazyna platforms. The system provides automatic data verification, eliminates manual calculations, is integrated with state information systems and allows you to track the movement of budget funds at all stages.
According to the vice minister, by the end of 2025, 785 educational facilities worth 76 billion tenge were financed through a digital platform. At the same time, budget savings amounted to 8 billion tenge, or 9.6% of the originally planned amount of funding.
In January-May 2026, acts were paid for 749 educational facilities in the amount of 100.7 billion tenge. Thanks to the new financing mechanism, budget savings of 59.3 billion tenge have been achieved.
According to Dauren Temirbekov, the audit conducted by the Internal State Audit Committee of the Ministry of Finance revealed violations worth over 13 billion tenge. Among them are financing of facilities in regions that do not have the need for additional student places, overestimation of the number of students, unreasonable payments for construction and reconstruction, as well as placement of a state educational order in schools that do not meet the established requirements for educational activities.
According to the vice minister, to exclude such violations, automatic reconciliation of data with state information systems and real-time monitoring of the contingent of students have been introduced. In addition, the authority to place a state educational order has been transferred to local executive bodies, which will take into account the real need of each region.
Dauren Temirbekov also said that it was decided to introduce a moratorium on the placement of state educational orders in private schools commissioned after January 1, 2026. From January 1, 2027, the state educational order will not be placed in private schools operating in buildings not intended for educational activities.
